I attended this meeting as a private citizen and even though I am employed by Southeast Banking Corporation, I in no way represented the corporate attitude regarding same. It is my understanding that someone took the liberty, based on my affiliation with Southeast Banking Corporation, of stating on record that Southeast supported the proposed renovation. This is completely incorrect and I would like to have the minutes of the hearing reflect the same. I have made no public or private statement that could be construed as such and therefore am most anxious to have this mistake corrected. This property is zoned P-R (Public Park and Recreational Use). The re- qUitements of this zoning district include the following! The development of a new park: or an addition of a major building or major structure when requested by the City Commission; or a substantial change in the character or the use of an existing park will require a recommendation of the Planning Advisory Board and approval of the City Commission of a site or development plan. It is, therefore, clear that the proposed alterations will require a hear- ing and recommendation of the Planning Advisory Board. I suggest that the Commission consider one of three methods to accomplish the requirements of the Comprehensive Zoning Ordinance: 1. The City Commission should request the Planning Advisory Board to hold hearings on proposed development submitted by private developers for a portion of the Dinner Key Complex. The Planning Advisory Board could then make recommendations to the Commission on the proposals and the Commission could then negotiate with the party that made the best proposal or put the selected proposal out for public bid. The Commission could hire a consultant to formulate plans for the subject portion of the Dinner 1 ey Complex and after review by the Planning Advisory Board and approval by the Commission the Commission could then submit the item for public bid.
