WHEREAS, in establishing the procedures for acquiring att
work as provided by Ordinance No. 8227, the City Commission has
indicated a desire to be informed of the type art recommended for
acquisitionfor a project, the arrangements for selecting this art, and
the anticipated costs of acquiring the art prior to the expenditure of any
funds appropriated for the acquisition of any art work in a public building;
and
WHEREAS, Ordinance No. 8227 gives the City Manager complete
responsibility for the acquisition of art and does not provide for a report to
the City Commission;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. Section 4 of Ordinance No. 8227, relating to Art
in Public Buildings be, and is hereby, amended as follows: 1/
Prior.tottjhe selection-e and commissioning of artists
or craftsmen, reviewing of design, and the acceptance
of works of art which shall be the responsibility of the.
City Manager of the City of Miami, Florida, a report is
is to be submitted to the City Commission for discussion
at a regular meeting of the action proposed to be taken b1r

of works of art prior to any expenditure of funds appro.

the word "ordinance" may be changed to 'section," "article, " or other
appropriate word.

this ordinance is held invalid, the remainder of this ordinance shall not be
affected by such invalidity.
Section 4. The provisions of this ordinance shall become'

Art Requirements for New
Polite Headquarters tuilding

Attached is a copy of my May 16, 19'75 memorandum explaining the art
competition proposed by the Cultural Arts Advisory Committee for the
new Police headquarters funding now under construction. The process
suggested for rnaltirig the art selection follows the procedures established
by Ordinance No. 8227, which do not require a subsequent report to the
City Commission,
The Cultural Arts Committee, working with representatives from the City
Manager's office, architect's office and Police Department, have recom-
mended that the art for the new Police Station Building consist of:
Five (5) tile murals --one (1) 80' x 8' and four (4) 5'
Six (6) wool tapestries
Stainless steel memorial names wall
The art competition explained in my. May 16, 1975 memorandum has been
initiated and many artists have responded. The Selection Committee has
concluded the screening process and selected four instead of six artists
as originally proposed. They recommend the following four Florida
artists, some of whom are nationally renowned:
Lynn Golfman
Syd Soloman
Karl DuPre
Sabastian Travato
In addition, the Cultural Arts Advisory Committee, independently, have
recommended that the following two local ceramists be included:

Fran Williams

Unless advised to the contrary, 1 propose proceeding with the art competition
and to restrict it to the four artists chosen by the Selection Committee.
Attached is the budget proposed for the new Polite Station art requirements.
Also, attached for your consideration is an ordinance amending Section 4 of
Ordinance No. 8227. This amendment requires, prior to the expenditure of
a.ny funds, that the City Ivlaiiager, in the process of selecting the art work,
submit for discussion at a regular meeting a report of the action proposed
