APPROPRIATING.THE TOTAL OF $404,047=22 TO
ITEM 5(d), REPLACEMENT OF FIRE EQUIPMENT FOR
THE PURPOSE OF MEETING INSURANCE SERVICES
OFFICE STANDARDS: PROVIDING SEVERA$ILIT'Y;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, time is of the essence in putting out four
(4) bids for replacement of currently obsolete fire apparatus
equipment, and
WHEREAS, without this equipment the City of Miami
cannot qualify for standards established by the Insurance
Services Office;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. Ordinance No. 8345, The Federal Revenue
Sharing Appropriations Ordinance, passed and adopted January 10,
1975 is hereby amended by making reductions in Item 5(b),
Fire Alarm Systems, in the amount of $121,186.06, and Item 11,
Funds for Final Adjustments to Pay Plan due to Classification
Audits, in the amount of $282,861.16, and appropriating the
total of $404,047.22 to Item 5(d),'Replacement of Fire Equip-
ment, for the purpose of meeting Insurance Services Office
Standards.
Section 24 If any sedtioii, : patt of section,. pat'a=
Graph, ci.atise, phrase or work of this ordinance is dedieted
inValid, the remaining provisions of this ordinance Shall not
be affected.
Section 3r, All Ordinances or parts of ordinancesy.
insofar as they are inconsistent or in conflict with the
provisions of this ordinance are hereby repealed.
Section 4. This ordinance is hereby declared to be
an emergency measure on the ground of urgent public need for
the preservation of peace,.. health, safety and property of the
City of Miami, and upon the further ground of necessity to make
the required and necessary payments to its employees and officers,
payment of its contracts, payments of interest and principal on
its debt, necessary and required purchases of goods and supplies,
and to generally carry on the functions and duties of its
municipal affairs.
Section 5. The requirement of reading this ordinance
on two separate days is hereby dispensed with by a four -fifths
vote of the members of the Commission. The requirements of the
applicable State Statutes are also dispensed with.
Section 6. The provisions of this ordinance shall
upon publication ,.. .1975.

Ordinance
It order to maintain the highest standard of fire protection for
the citizens of the City of Miami and it accordance with standards
set by the Insurance Services Office, it is Necessary to purchase
certain apparatus and equipment. With the Iftsurance Services
Office rating still it the process, we are in a position to offset
certain deficiency points if we move quickly.
To accomplish this, the Federal Revenue Sharing monies of $121,186
designated for a computerized Fire Alarm System study will be util-
ized along with the $282,861 which was being held in abeyance for
any final adjustments due to classification audits.
While the computer study is a very important facet of the Miami
Fire Department, priorities now dictate that the replacement of
certain apparatus and equipment is of greater importance at this
particular time. With the City of Miami studying computerization
in the Police Department and other departments, it is felt that the
Fire Department will be able to develop their needs within the
framework of this generalized study of the City of Miami computer
needs.
This total sum of $404,047 will make it possible to immediately
advertise for bids for the following essential emergency equipment:
One (1) 1500 GPM Pumper
One (1) 125-ft "Firebird" Elevating Platform
Complete Replacement of Protective Breathing Apparatus
Replacement of Obsolete Mobile Radios
Telemetry Packages, Cardioscopes and MAST Suits
I concur with Chief Hickman's recommendation for adoption of this
Ordinance and urge the Commission's consideration.
