In response to your request, at their meeting of July 17, 1975,
the Miami City Commission adopted Motion 75-634
"Motion approving the recommendation of the
City Manager with reference to street closure
in the area of the State Office Building"
During the discussion that occurred relative to this matter, the
Commission indicated that they would take such action upon the
replatting of the property and when proper relocation or easements
were provided relative to existing underground utilities and the
dedication of a 25' property line radius at the southeast corner
of N. W. 5th Street and Znd Avenue..

Your request for review of the potential closing of
N. W. 4th Street and N. W. lst Court was assigned to
Lieutenant Herbert L. Altman, the Commanding Officer
of the Point Control Unit, for handling.
Lieutenant Altman visited the area in question, and Pound
no appreciable traffic on the two streets. N. W. 4th
Street is presently closed west of N. W. 2nd Avenue due
to the construction of the new police headquarters. It
also dead ends east of N. W. 1st Court at the F.E.C. tracks
and completely closing it should be no problem. N. W. 1st
Court is the location of several retail and wholesale
clothing businesses and upon interviewing several of the
owners, it is felt that the closing of N. W. 1st Court
would be detrimental to the continuing operation of their
businesses as their customers and potential customers would
only have one way to their stores and if N. W. lst Court is
dead ended, traffic would have problems in turning around.
The Dade County Department of Traffic and Transportation
was contacted and advised of the Possible closing of the
two streets. They are in the process of reviewing current
traffic patterns and the impact of the street closing. As
of this date, we have had no response from them.

We have reviewed the area of the proposed State office Building
south of N.W. 5th Street between N.W. 2 Avenue and the P.R.C.
Railroad right of way.
In order to officially close N.W. 1st Court and N.W. 4th Street,
the area should be replatted as required by the City of Miami
Code (Sec. 54-4). According to the Code, the subdivider must own
and include in the plat, the property abutting each side of the
street. The south side of N.W. 4th Street is now privately owned
and must be acquired prior to platting. However, as you know, N.W.
4th Street could be closed by a City Commission Resolution in which
case access would have to be provided to the properties on the south
side of the street.
There is extensive underground facilities in both N.W. 1st Court
and N.W. 4th Street which would require expensive underground utility
relocations or minimum 50' wide easements be included in the plat
for their protection and maintenance.
As part of any replatting process, a 25' property line radius
should be dedicated at the southeast corner of N.W-. 5th Street and
2nd Avenue. 'In addition, some sort of turn -around or cul-de-sac'
should be provided where N.W. 1st Court would be closed at N.W.
4th Street.
Some consideration should be given to rezoning the street width of
N.W. 2nd Avenue to a width greater than the existing 65'. It is
reasonable to anticipate that additional traffic will be generated
as a result of the intensive development planned within the Government
Center. We feel that it also would be advisable to request Metro-
politan Dade County Traffic and Transportation to make a study of
future traffic volumes and circulation patterns for this area.
