The preliminary engineering for the proposed Dade
County Transit Improvement Program is almost
completed, awaiting federal funding. This metro-
randutn discusses the current status of this program,
and the County reaction to the City's initial policies
on the rapid transit system.
On April 2, 1975, the County Commission approved Stage I (the North --South
Alignment) in order to file an application to the federal Urban Mass Transit
Administration for a $78. 4 million two-year program, and accepted Stages
II and III for further study. The final application was filed with UMTA on
March 11, 1975. Depending on federal approval, the County will request
proposals for final design of Stage I and complete consultant selection by
approximately November, 1975. Final design and land acquisition for Stage
I, vehicle development and vehicle test track design construction are the
principal tasks during fiscal years '75-'76 and '76-'77. The consultants
expect to release their final report July 25, 1975, which will complete the
preliminary engineering task. The local Environmental Impact Assessment
reviews have also been completed.
Federal Funding
The UMTA staff has completed technical reviews of the grant application for
the two-year program which requests $62. 7 million of the $78, 4 million total for fiscal
years '75-'76 and '76-'77. The grant application is now moving toward a
federal policy decision on funding. The Florida legislature has committed
$2. 9 million for the state share for the program for fiscal year '75-'76.

On May 23, 1975, the to?islu tatits delivered revised test esti ates. The
first estimates for the cost of the entire systerfi were $860 million (1974
dollars) or $1.3 billion (1979 dollars). Revised estimates now show that the
system will Bost $1.8 billion (1975 dollars) or $2 1 billion (1981 dollars).
Stage t will cost $675 trittlioh ( 1975 dollars) or $962 million (1981 dollars).
The consultants are now seeking to selectively elitnttiate certain eotripbnents
of the system or to advance land acquisition for Stages tt and 1tt to an earlier
date to escape the effects of inflation.

initial City Policy
The City Commission established its initial policy on the Rapid Transit System
by Resolution 75-442 on May 8, 1975. The administration has advanced these
policies both to the County Manager and the County's Select Committee on
Final System Plan - Milestone 8. The final recommendations of the Select
Committee, directed to the Transit Advisory Committee, did not include many
of these policies as "unresolved issues" to be addressed at a later date as policy
decisions by the County Commission. Paramount among these issues are a mini-
system for downtown and the location of the transfer station for the Coral Gables
alignment on South Dixie Highway.

thus far.

Dear Mr. Andrew:
This is a follow-up to the meeting on Friday, dune 13, 1975 between represent-
atives of the City Commission of the City of Miami, you and members of your
staff, and members of the Board of County Commissioners along with represent-
atives of my office regarding the Downtown Mini System Study which is part of
the Rapid Transit Development Program.
During the discussion it developed that there had not been perhaps adequate
communication between your office and my office regarding the various positions
taken by the City of Miami and the response by Dade County. Four your infor-
mation and review X am attaching copies of letters sent to you on April 17,
1975 and a copy of the memorandum and attachment sent to the Board of County
Commissioners on May 27, 1975. I believe these documents indicate clearly
that Dade County is generally in agreement with the recommendations and policy
statements of the City of Miami and intends to pursue these on a serious basis.
I hope this information clarifies the position of Dade County adequately for
your purpozes and for those of the Mayor and members of the City Commission.
I look forward to working with you on the rapid transit project in the same
cooperative manner we have worked on others i `i° past.

WHEREAS, the voters of Dade County have ekpressed their
interest in a rapid transit system by approving $132. 5 million for transit as
part of the ''Decade of Progress" bond issue in November 19721 and
• WHEREAS, Metropolitan Dade County has engaged consultants
to accomplish preliminary engineering for the Transit Improvement Program;
and
WHEREAS, the consultants have completed their principal
•
recommendations enabling Metropolitan Dade County to file an application for
final engineering with the Urban Mass Transit Administration; and
WHEREAS, the Miami City Commission, has considered the
•
consultants' recommendations and administration suggestions in public hearings
on February 18, February 20, and February 25, 1975; and
WHEREAS, the. Select Committee on Route Alignment on February
27, 1975, has recommended acceptance of the consultants' alignment subject to
further study dealing with unresolved issues, and
WHEREAS, Metropolitan Dade County has been seeking widespread
citizen input and intergovernmental response to this program; and
WHEREAS, The City Commission passed Motion 75-279 dated
March 25, ) 975, approving in principle the City Manager s memorandum dated
March 11, 1975, as its initial policy with respect to the Transit Improvement
Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION'

Downtown. To properly distribute patrons of the rapid
transit system to major activity centers within the down-
town, the consultants shall propose a mini -system including
service to the Brickell and Mid -town areas.
Section 2. The consultants' remaining recommendations for the rapid •

transit stations and route alignments are accepted as a concept plan to enable
Metropolitan Dade County to file an application for Federal financial assistance.

Section 4. In viable commercial areas, the transit route should primarily.
utilize available rights -of -way where possible or secondly, acquire a half -block depth
which mill assist in the removal of substandard or obsolescent structures as part of a
redevelopment plan. In residential areas, the route alignment should acquire a half-
block depth to provide a boulevard, where possible, landscaping, improved circulation
and adequate sound buffers. Every feasible means should be to avoid public park
lands.
Section 5.
Arterial street improvements should be planned, supported
by the State Secondary Road Program gasoline taxes, supplernented,by the County';
Decade of Progress bond program to assure the success of the rapid transit programs
which depends on adequate access to stations by feeder buses as well as other vehicles.

Section 7.
The prevision of atitotrtbbile parking facilities for the transit

The fare structure should be 'graduated with distance, patterned
after the BART system, with those journeying the farthest, paying the most.

Section 9. Control of premature or undesirable development should be'.
exercised through either interim zoning, building permit review or designation of
zoned rights -of -way until a final federal funding decision is made. Further, the'.
County and the municipalities should cooperatively develop model zoning controls to
be implemented upon notice of federal funding for construction.

Section 10. Final design for route alignments and station areas should'
recognize plans and policies of the incorporated cities. the cities should retain control
of development and approve plans within'station influence zones.
Section 11.

Your letter of March 19, 1975 has been reviewed in detail' by this office.
1 believe it is possible to state that we are in general agreement with points
raised in your letter.
There are a few comments which may clarify the County's current position and.
assist you and your staff inyour reviews of our work.
=-Regarding the amount of land acquired for right -of --way, our consultant is
-currently preparing maps which will allow us to define which parcels may
be needed for the project. Of course this work will be preliminary, but
it should allow both our agencies to evaluate the degree to which your first
and second recommendations can be net.
Planning for coordinated arterial improvements can'be accomplished through
the existing organizational structure of the Office of the Transportation
Coordinator. We feel that our capabilities in this area may be unique
among the agencies presently developing orcontemplating major rapid transit
projects across the country.
-Although-we intend to. include performance schedules in the specifications
for each construction contract, it must be realized that delays and
disruptions will undoubtedly occur. Our joint aim should be to keep
periods of discomfort to an absolute minimum. If the results of our recent
discussions. with Federal Officials prevail, we must expect that the downtown
segments, in particular, can be funded as parts of two different "stages."
We will not have the option of accomplishing this construction within a
single program "stage," as matters stand.
-Your concerns regarding parking and fare policies are shared by this
office. Again, the forthcoming detailed maps should allow us to evaluate
during the design period the relative proportion of station area parking
provided within the City of Miami. Insuring that central city neighborhoods
will not be impacted by transit patron cars parking at curbside will have to

One point which was not raised in your letter, but remains of great importance.

will be affected by major changes in downtown land uses and street patterns. We
are currently basing our. studies on 'reports by consultants whim Have no .official
status at this time. Official adoption and implementation by the City of a plat
for the downtown area would certainly be helpful to our planning effort.

Design, which will begin this fall, grill be a precise re -definition of all

• and the City of Coral Gables, with our office participating, might be very
• productive in the meantime, ta reach an agreed position by the time our Design

By letter dated March 17, 1975, to you, the County Commission was
informed that it was the intention of the Miami City Commission to
adopt an official policy regarding the proposed Dade County Transit
Improvement Program. On March 25, the Commission of the City of
Miami established as its official policy the following positions on the
matters enumerated herein. These policy' positions were taken after
citizen input from three advertised public hearings, review of the City
Administration's recommendations, and after extensive staff coordina-
tion with Metropolitan Dade County's Traffic Coordinator's office and
Kaiser Engineers.
POLICY . THAT THE DADE COUNTY .TRANSIT IMPROVEMENT

Coral Gables Alignment. The Coral Gables route

South Alignment. Alter the route alignment and construct a
station to serve the Brickell area.
• North Alignment. Alter the route alignment to directly serve
the Civic Center Medical Complex with stations constructed
in the vicinity of N. W. 12 Avenue at 14 Street and N. W.
14 Avenue at 23 Street.
I-95 Busway. Alter the route alignment of the busway south
of N. W. 36 Street to follow 1-95 and I-395.

CONSTRUCTION SHALL HAVE REASONABLE DAILY ACCESS
TO THEIR PROPERTY.
POLICY THE PROVISION OF AUTOMOBILE PARKING FACILITIES
FOR THE TRANSIT SYSTEM SHALL BE MINIMIZED IN THE
CENTRAL CITY AREAS AND CENTRAL CITY NEIGHBORHOODS
SHALL NOT BE IMPACTED BY TRANSIT PATRON CARS PARKED
AT CURBSIDE.
POLICY . A PRICING POLICY IN THE FARE STRUCTURE SHALL BE
UTILIZED TO ENCOURAGE THE USE OF OUTLYING PARKING
LOTS AND DISCOURAGE THE USE OF PARKING LOTS IN AREAS
OF HIGH INTENSITY.
