A RESOLUTION SUPPORTING c THE PASSAGE 'OP THE
INTERGOVERNMENTAL COUNTEECY'CL/CAL ASSISTANCE

WHEREAS, the intergovernmental Countercycli al
Assistance Act of 1975 provides emergency fiscal •assistance to
State and local governments in direct aid when the national un-
employment rate reaches an average of six (6%) percent for
three consecutive months; and
WHEREAS, state and local governments are being the
hardest hit by the current recession and they are in the position
of either increasing taxes or reducing services in order to
survive the current fiscal crisis; and
WHEREAS, the funds provided by this Act will assist
local governments in avoiding tax increases in order to get their
operational expenses;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The passage of The Intergovernmental Counter
cyclical Assistance Act of 1975 by the Congress of the United
States be, and is hereby, supported.

Attached please find a copy of a Resolution that calls for
Congress to enact the Intergovernmental Counteroyclical
Assistance Act of 1975.
I plan to bring this resolution before the City Commission
at its July 17th, 1975 meeting, so I would appreciate it
if youwould place it on the agenda.

WI1 1 AS, state and local governments are hardest hit by the recession=
SO that they must either increase taxes or cut back services in order ttt ,survive the
fiscal crunch; and,
WHEREAS, ri.tionally the unemployment rate teas /3.9 o itt April and
has been over 8% since late 1974, and in Georgia in March was 10.2 o and is expected
to retrain as high; and,
*WHEREAS, the Intergovernmental Countercyclical Assistance Act of
1975 (the ICA Act of 1975) is being considered before Congress; and, -
WHEREAS;" the Act provides emergency fiscal assistance to state and
local governments in direct aid when the national unemployment rate reaches an
average of six (6 0) percent for three consecutive months; and
WHEREAS, the impact of federal policies to stimulate the economy is re-
duced if local government policies have cross purposes, so that, for example, the
federal tax rebate, the federal emergency job programs and the federal income tax
cuts are offset if state and local governments are forced to raise their taxes, lay off
regular employees, and impose higher regressive taxes; and,
WHEREAS, the Act triggers $2 billion when the national average unem-
ployment rate reaches 6% for three months, and then $1 billion for each additional 1
unemployment increase to be distributed two-thirds to the cities and one-third to the
states based on a percentage of the local unemployment rate (weighted twice) and th
local tax effort; and,
WHEREAS, the funds provided in this Act trust be used for maintaining'
current service levels that will help state and local governments avoid tax increases
while meeting operational budgetary demands during tunes of recession; and,
W * REAS, the City of Atlanta initially stands to gain approximately $7,
million from the Act and the State of Georgia $28,9 million.
