ENCLOSURES:
Pursuant to the instructions of the City Commission,
the Law Department trade arrangements to handle eminent domain
proceedings involving the Larks for People Bond i rograr "In -House."
rather than by the employment of special counsel en a fee basis.
In order to defray the cost of the salary of the attorney
involved with the eminent domain and the necessary secretary, the
sum of $50,000 for the fiscal year 1974-75 has been determined
to be an adequate amount.
It is necessary to transfer these funds from the Parks
Eor People Bond Fund to the Law Department. By handling the
eminent domain with an assistant city attorney in the Law Depart-
ment the legal Ecc.s involved have been substantially reduced.
