AND POR AN ENLARGED RECREATION BUILDING.
WHEREAS, the City of Miami is to develop a park on
HUD Site 304 under the 1972 Parks for People Bond Program, said
site to be deeded to the City for that purpose; and
WHEREAS, a cooperative venture is proposed between the
City and HUD to expand the recreation building planned for the
housing project surrounding Site 304 to include the City's
recreation program; and
WHEREAS, the City is to administer the entire recreation
building and the recreation program under a lease agreement and
WHEREAS, the Bond Program allocation for the park
includes funds for a community building; and
WHEREAS, the City's park building funds should be
supplemented by HUD's building funds to expedite the project
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA;
Section 1, The City Manager be, and he is hereby,
authorized and directed to negotiate with Dade County HUD for
utilization of HUD's Consultant to accomplish the expansion of
the recreation building at Site 304 (Central Miami proposed park)
for the City's Recreation Program,

Section . the City Manager be, and he is hereby,
authorized and directed to execute an agreement with Dade
County l b for City administration of tit►lb's portion of the
recreation building, so that the entire recreation building will
be used by and under control of the City.
Section 3. The proper City Officials be, and they
are hereby, granted authorization to use the City's Community
Park Building Funds, and to supplement same by HUD's Building
Construction Funds for said park and for an enlarged recreation
building.

Metropolitan Dade County has deeded to the City of Miami a site known as
HUD Site SO4, located in the Central City area, for development as a park
and recreational facility under the Parks for People bond program.
Under the City's 1972 Parks Dond Program, funds were programmed for the
construction of a corranunity recreational building for this area. Surrounding
this park site will be a Metro HUD housing project, within which is planned a
project recreation building. To avoid duplicating facilities, verbal agreement
has been made for the City and HUD, as a joint venture, to construct one
building. The consultant already retained by HUD can design the approximate
1200 square feet addition to the HUD building needed by the City, as an extra
to his contract. If this is done, under a joint City -County agreement, the
City would administer the entire building and recreation program.
It is recommended the City Commission authorize the City Manager to negotiate
with Metro HUD for their architectural consultant to be utilized for the design
for this complete facility. Attached is a resolution for your consideration
giving the City Manager this authorization.
