OP'?XCtAL USE OF THE MIAMI POLICE DEPARTMENT R
PREPARING THE PLANS AND DESIGN POR SAID
PARKING AREAS AND ADVERTISING PO!t BIDS POR
THE CONSTRUCTION OF SAID PARKING AREAS.
WHEREAS, on April 26, 19730 the City Cormiissioft
adopted Resolution NO. 71-311 which approved in principle a
lease agreement between the City of Miami and the State of Florida
Department of Transportation for the area underneath I-55 between
N.W. 4th Street and N.W. 6th Street; and, authorizing and
directing the City Manager to forward said agreement and other
necessary documents to the State Department of Transportation,
and
WHEREAS, those documents have been processed by the
concerned parties to the point where it is now appropriate to
proceed with the development of the land underneath I-95 into
parking areas for the official use of the Miami Police Department
when it moves into its new facilities at 400 N.W. 2nd Avenue
about March, 1976;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager be, and he is hereby
authorized to proceed with the development of the land underneath
I-95 between N.W. 4th Street and N.W. 6th Street into parking areas
for the official use of the Miami Police Department by preparing
the plans and design for said parking areas and advertising for
bids for the construction of said parking areas.

On 26 April 1973, the City Commission passed Resolution
No. 73.311 which approved in principle a lease agreement
between the City of Miami and the State of Florida
Department of Transportation for the area underneath
1-95 between N. W. 4th Street and N. W. 6th Street; and,
authorizing and directing the City Manager to forward
said agreement and other necessary documents to the
State Department of Transportation. Those documents
have been processed by the concerned parties to the
point where it is now appropriate to proceed with
the development of the land underneath 1-95 into parking
areas for the official use of the Miami Police Department
when it moves_ into its new facilities at 400 N. W. 2nd
Avenue about March, 1976.
On 22 April 1975, the City Commission awarded the bid
for construction of the police parking garage and all
site work for the new police facility. The parking
garage (443 cars plus 36 3-wheelers) and the parking
areas on grade (155 cars plus 18 2-wheelers) included
in the site work will provide a total of 598 4-wheel
vehicle parking spaces and 54 2-wheel and 3-wheel vehicle
parking spaces. These parking spaces are for both
Departmental vehicles and employee vehicles.
In April and May, 1975 the most recent counts of the
number of cars parked at the present police facility
were taken. The count reflected that up to 561 cars,
both Departmental and employee vehicles, were parked
at the facility at a given point in time. This indicates
that when the Police Department moves into its new facility,
the number of parking spaces will be just adequate to
meet the needs at that time, with minimal space left to
meet future needs.

the developfnent of a larger parking capacity ii the

was anticipated at the outset, it the planning for the
Miami Modern Police Departieht programs, and that was
why the process was initiated in Aprils 1979 to acquire
the laid underneath 1..95 opposite the hew polite site.
That land will be used for parking official vehicles
Of the Department which Will then provide more overal
space for parking on the police site itselfs thus
creating space to meet future needs.
The Department of Public Works has submitted a preliminary '
cost estimate for the development of these areas underneath
1-95: one area is 4th to 5th Street and the other is
5t ► to 6th Street. Each area will provide 68 parking
spaces for a total of 136 spaces. The estimate includes
the costs for Public Works to design the parking areas
and for a contractor, following the normal bidding process,
to provide the labor and materials to develop the parking
lots. The estimate includes the cost of lighting, land-
scaping, irrigation, and boundary enclosure. The preliminary
total cost estimate is $198,465. or approximately $200,000.
This amounts to about $1,470. per parking space. The
cost for a parking space in the police parking garage is
about $3,800. However, it should be noted that according
to Public Works, recent experience with construction
bids has been that they have been coming in up to 20 per
cent less than estimated. If this holds true, it is
possible that the cost for developing the parking areas
may be closer to $160,000. than $200,000.
As noted in Resolution No. 75-384, approved on 22 April
1975, awarding the parking garage to ADH, Incorporated,
the original funding established for the Miami Modern
Police Headquarters, garage, and site work was $7,811,345.
The cost for the headquarters building was $5,578,379.;
and, the cost for the garage was $2,179,200. for a
total of $7,757,579. The actual total, therefore, is
$53,766. less than the originally establish figure of
$7,811,345. These funds are available to beapplied
against the cost of developing the parking areas.
