FROM POLICE BOND FUNDS TO REimEU SE THE dENERAL
FUND Fen PERSONNEL COSTS FOR THE DEVELOPMENT OF
THE POLICE MODERNIZATION PROGRAM.
WHEREAS, three (2) sworn pOlit`°e officers will be assitined
full time to work on the Miami Modern Police Department Pro/ram
for administrative coordination for the move from the old to the
new police facility, wthout any interruption of vital police
services,
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. $50,000.00 be, and is hereby, allocated
from Police Bond Funds to reimburse the General Fund for personnel
costs for the development of the Police Modernization Program.

ENCLOSURES:
It is recommended that the City Commission allocated monies
from the police bond fund to reimburse the general fund for
the salaries of Major A. J. McLaughlin and Keith Bergstrom,
Assistant to the City Manager.
Major A. J. McLaughlin has been assigned since 1 March 1975,
to duties connected with the development of the Miami Modern
Police Department Program; namely, security systems, the
logistics of moving the police department from the old to
the new facility, and the administrative coordination of
communications programs. Mr. Bergstrom has functioned
throughout the 1974-75 budget year as the Program Manager
for the Miami Modern Police Department Program and is
responsible for the coordination of the entire MMPD Program.
The reimbursement to the general fund from police bond fund
for six months of Major McLaughlin's salary and fringe
benefits in the 1974-75 budget; and Mr. Bergstrom's salary
and fringe benefits for the full 1974-75 budget year amount
to $50,000.
It is proposed that the salaries plus fringe benefits for
Major McLaughlin and Mr. Bergstrom be reimbursed to the
general fund from police bond fund for the entire budget
year 1975-76. This amounts to $70,000.
The appropriate resolution to accomplish this recommendation
has been requested of the Law Department for your considera
tion,at the 17 July 1975 City Commission meeting.
