ENCLOSURES:
At the City Commission meeting of May 22, 1975, Ordinance No. 8390 was
passed which established a five member Advisory Committee on Substance
Abuse to make recommendations to the City pertaining to all future substance
abuse facilities; two of the five Committee members were to be City employ-
ees. Since the main qualification for Committee membership is expertise in
substance abuse facilities and programs, it is recommended that the ordinance
be amended so that all five Committee members will meet the main qualification,
and that whatever technical expertise is required by the Committee will be
provided by the City administration.
For your review, the amended ordinance is attached to this memorandum. If
the City Commission follows the recommendation and adopts the amended ordin-
ance on an emergency basis, it is also requested that the Commission appoint
five members to the Substance Abuse Advisory Committee.
