WHEREAS, the city of Miami, in cooperation with the
Downtown Development Authority is planning for improvements
to the downtown business area's curb, gutter's and sidewalks
on west Flagler Street; and
WHEREAS, the street pavement on west Flagler Street
was recently planed to west 2nd Avenue, to improve rideability
and to lower the height of the asphalt in relation to the
existing curbs and in order to reseal and preserve the surface
of the existing pavement it should be remacadamized with asphalt
the total length of the improvement; and
WHEREAS, W. Flagler Street is in need of improved
drainage facilities and a method devised to take care of stand-
ing water in the gutters from roof drains; and
WHEREAS, the aesthetics of the street could be improved
with additional landscaping and planter islands similar to the
intersection of Flagler and east First Avenue; and
WHEREAS, petitions have been received from property
o-,ners on W. Flagler Street to construct these needed improve-
ments;
NOW, THEREFORE,'BE -IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. A local Improvement described as FLAGLER
STREET HIGHWAY IMPROVEMENT EXTENSION H-4391 shall be made

under Section 56 of the Charter of the City of Miami, as
amended, on the fo11ow i street:

side of EXpressway R/W - 1 95)
Section 2. This improvement shall include the re-
moval of a d.sting sidewalk, curb and gutter and the construc-
tion of a concrete sidewalk with a decorative teXtulr'ed surface
or paver block, and concrete curb and gutter. The existing
asphalt street will be leveled and remacadamized as needed with
an asphalt surface course, drainage facilities and landscaped
planter areas will be provided at intersections and other
locations as specified. All work will be done in accordance
with City of Miami Standard Specifications for Public Works
Projects.
Section 3. This improvement shall be designated in
all proceedings and assessments as FLAGLER STREET HIGHWAY
IMPROVEMENT EXTENSION H-4391, and the property against which
special assessments shall be made for a portion of the cost
thereof shall be designated as FLAGLER STREET HIGHWAY IMPROVEMENT
EXTENSION DISTRICT H-4391.
Section 4 The sum of $5,000.00 be, and is hereby,
allocated from the Highway Bond Fund for preliminary expense.

Plans and Specifications a-., being prepared to improve
West Flagler Street, including the construction of curb
and gutter, remacadamizing, and decorative sidewalk with
landscaped planter areas between, west of F.E.C. R/W
to east side of expressway R/W.
The project wiJ.i also include some new drainage structures
and improvement to the existing drainage facilities to take
care of existing roof drains flowing into the street.
Work on this Improvement is being coordinated with the
ef'f'r is of the Downtown Development Authority and in
