IN THE AMOUNTS OP $89.,741,00 and $38,854.93 RESPECTIVE- LY, AT A TOTAL COST OF $128,595.93 FOR PURNISHING COMMUNICATION EQUIPMENT AND RADIO EQUIPMENT FOR USE BY THE POLICE DEPARTMENT AS DESCRIBED IN SECTION 1 HEREOF; ALLOCATING THE FUNDS FOR THIS PURPOSE IN THE AMOUNT OF $16,210.00 FROM MODERN MIAMI POLICE DEPARTMENT BOND FUNDS PER RESOLUTION NO. 75=381 AND THE BALANCE BEING AVAILABLE FROM LEAA GRANT NO. 73-21-24; AUTHORIZING AND DIRECTING THE CITY MANAGER TO INSTRUCT THE PURCHASING DEPARTMENT TO ISSUE PURCHASE ORDERS FOR THIS EQUIPMENT. WHEREAS, pursuant to public notice, sealed bids were received on May 21, 1975 for furnishing communication and record- ing equipment for use by the Police Department; and WHEREAS, invitations were mailed to twenty (20) potential suppliers and four bids were received; and WHEREAS, Motorola, Inc. was the sole bidder for radio equipment as listed in Items 1, 2, 3, 4 and 7 of Section 1 below; and WHEREAS, Dictaphone Corp. submitted the only responsive bid for recording equipment listed in Items 5 and 6 of Section 1 below; and WHEREAS, funds in the amount of $16,210.00 are available from Modern Miami Police Department Bond Funds per Resolution No. 75-381 and the remainder of the necessary funds are available from LEAA Grant No. 73-21-24; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. These existing channels are presently called upon to handle 1200 separate radio transmissions per day. At the present time, many situations arise where due to overload,' important dispatches cannot be issued and are delayed. In 1967, our plan was to increase the Police Communications capabilities and an additional working channel was approved through the FCC. Through recent grant applications, the City Police Department received LEAA fund- ing for communications improvement. Utilizing these grant funds, we will be able to acquire the equipment and put into operation the fourth working channel which is vitally needed. This additional working channel will permit the Police Department to implement its plan to provide Police service with appropriate communications on a four -area basis. This area division of Police communication service will permit the improved communications vitally necessary in the downtown Police zone which will be a special com- munications area. A portion of the communications equipment being proposed for purchase under Item 34 of the June 5 City Commission meeting agenda, will provide the equip- ment to implement the above communications,improvements. This purchase will also provide 53 individual paging units which will be worn on the belt of key Police personnel. These paging units will assist in alleviating routine messages being carried over our Police radio working channels. The communications equipment bid award under Item 34 will also provide a 40 channel -recording system for the Police radio transmissions and emergency telephone calls., Part of the Police recording equipment being purchased in- cludes 9 instant replay units for the Police Complaint Room that provides immediate recall capabilities for vital. Police information. These items bid under number '7467S i96 can be broken down into 4 major categories tach item is a necessary and vital portion of the major systems to be described. The systems to be installed are as follows: 1. Base station J4a.dio equipment. items are needed to install two and expand a third. Base station transmitters Remote control consoles Comparator Indicator panels Keying modules Channel input module Power panels Receiver encoders Antennas The following new systems 4 each 4 each 3 each 4 each 3 each 30 each 26 each 26 each 8 each Channel five is being activated to reduce the amount of traffic on the three existing Police Dispatch channels. Channel six is being activated on City wide basis to provide improved fire -police co-ordination. Channel seven is being expanded to provide communications outside the normal talk back limits for special operations such as kidnappings and bank robberies that frequently take Miami Police Department officers outside of portable radio range. 2. Master tape logging recorder. The following items are needed to provide a second level of redundancy to our voice recording capabilities, provide for Computer Aided Dispatch back-up and will assist screener/transcribers enter police reports into the computerized reporting system. 40 Channel Recorder Dual Transport Auto Gain Control High Speed Time Generator Transparent dbbr Audible alarm Head dei,agnetier Monitar headphones Cassette recorder (under state contract) 25 hour tapes 210 each The tnaster tapes are maintained for a peribd of time dependant on supply available. After all tapes are used, the oldest is erased and re=used. A large supply will increase our retrieval capability and provide additional quantity to replace worn out tapes. 3. individual tape recorders instant retrieval. These items code with self contained tapes. They are needed to equip persons answering emergency calls to instantly call back missed of garbled information and to verify all infori rnation prior to dispatching units. These items should improve the service we give the public. 4. Individual paging receivers and chargers are needed to equip key personnel, investigators, and staff officers with a 24 hour communication link with the Miami Police Department. This will relieve some radio traffic from emergency channels and provide a light weight receiver for persons who are on call but cannot monitor regu- lar voice channels. tIti. The equipment will be used by the Communications nepartnent and the Police Department to provide expanded Police Communications facilities. In this case, t°:-iice as such tape !would 5e required to provide the equivalent library requested in the bid, thus effectively increasing their bids to $34,143.05 and $32,533.30 respectively. In view of this, and in consideration of space avail ab1 e,it is recommended the acceptance of the bid of ni ctanhone Corp. for Item #5 and Item -6 niich is the lowest bid. One Cassette Recorder, included in this equipment, was not p1 aced on formal bid since it is available under state contract 74.2.29 fro:; Dictaphone Corp. at a price of $SS.00.
