Section 2. All ordinances, code sections or parts

thereofin conflict herewith, insofar as they are in conflict, are

hereby repealed.

Section 3 Should any part or provision of this

invalid, the same shall not affect the validity of the Ordinance
as a whole.
Section 4. This Ordinance is hereby declared to be an
emergency weasure on the ground of public need.
