WHEREAS, the City Manager's recommendation for.
funding of Social Services Proyraius, dated October 11, 1974,
included the allocation of monies for such programs as reserved
by Ordinance No. 8305, passed September 27, 1974; and
WHEREAS, on October, 21, 1974, the City Commie ion
reviewed the City Manager's, recommendations for funding of
Federal Revenue Sharing Social Programs for fiscal year 1974-75
and approved by Motion $883,103 for such programs; and
WHEREAS, on December 17, 1974, the city Commission
enactcl ordinance No. 8342 appropriating Federal. Revenue Shar-
ing funds for approved programs; and
WHEREAS, the City Manager now recommends that the
funding of a certain social program be reduced and that the
amount of such reduction be used to fund a L.rtain other
social program;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA;
Section 1. Ordinance No. 8305, as amended, passed
and adopted on September 27, 1974, be and is hereby, amended
as follows;
(a) Changes in appropriations from the Federal
Revenue Sharing reserve for Social Programs are hereby trade
as follows;

subsection (b) hereof.
(b) Appropriations and allocations are hereby made
in the sum of $19,000, the total reduction reflected in subsec-
tion (a)(i) hereof, from the Federal Revenue Sharing reserve
for Social Programs for the following specific program:.
(i) Edison Little River "Summer Youth Program,
$19, 000.
Section 2. If any section, part of section paragraph,
clause, phrase, or wordof this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 3. All ordinances or parts of ordinances,
insofar as they are inconsistent or in conflict with the pro-
visions of this Ordinance, are hereby repealed.
Section 4. This. Ordinance is hereby declared to be
an emergency measure on the ground of urgent public need for
the preservation of peace, health, safety, and the property
f the City of Miami, and upon the further ground of necessity
to make the required and necessary payments to its employees
and officers, payment of its contracts, payment of interest
and principal on its debt, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of its municipal affairs,
