Torano, Program Director of the Hispanic Committee on the ficentennial, to Ray Goode. Most people do not know that, officially, Miami was the second settlement in the continental United States. After St. Augustine was settled, a few years later a contingency went south and chose the mouth of the Miami: River as the second permanent settlement. This was done before Santa Fe was established as a settlement, and although it was not continuous like St. Augustine and Santa Pe, it was, nevertheless, the second settlement in this country. 1 think this is a major theme that fits historically into the forth- coming Bicentennial celebration. It would certainly seem more appropriate for the City of Miami to take this posture, than Metro- politan Dade County After you have discussed the above with Lew Price and the staff, I would like to schedule the matter for discussion during a Commission meeting. Goode: As you did, l attended the 1976 Orange Bowl Parade Preview et the Columbus Hotel last March 15th. iCB:t TENARiO Like:everyone there, r enjoy the magnificent presentation • which is being planned for the forthcoming Bicentennial year. During the discussion period, you asked a question which ties in very closely with a recurrent thought that a great number of people from the Spanish-speaking community has contemplated for a long period of time: To see our Hispanic Heritage represented, at the Orange Bowl Parade and most significantly during the Bicentennial year. As you so well expressed, Florida does have a Hispanic Heritage dating over 400 years. This important factor ties in with the geographic position of our state focusing in Miami with its large Hispanic representation which has truly become the Gateway to the Americas. Would it be possible to ask of you, Mr. Goode, that your organization gives special consideration to it sponsoring a float which carries a Hispanic theme that will make it so appealing to the many Spanish- speaking people that reside in this area, specially Cubans.
