As you can see, it is entirely possible for the City of Miami, during the Bicentennial, to host an important sports tournament that could focus a great deal of attention and interest in our City. Along with the Dolphins and the Toros, the Miami Golden Cloves Tour- nament helped to give Miami a sports capital image. With the improvements of the Orange T3owl, in addition to sUch events as the Inter -American Rowing Championship, much could be done to further its positive and healthy image. Now thatthe touchy Cuban question has been settled, I strongly recommend that the City of Miami form a committee and proceed with an amateur baseball tournament of the Americas. Would you please schedule this matter for Commission discussion, so that we can set proper policy if the Commission decides to undertake the project. Italy's financial problems are not unique, You have my commitment that I will try to have included in the City of Miami 1975 Budget, the necessary funds to hold a tournament of the Americas in 1976. We must, however, cover two important subjects which are of course the same as in 1973, when we first talked, and those are money and Cuba. How much, exactly, would you need as a commitment from the City of Miami? In your letter of February 14, 1974, you talked about $100,000 as a firm commitment by the City. The emotional issue of Communist Cuba participating in such a series in Miami has, instead of subsiding, become even more aggravating, and I frankly do not see any practical pos- sibility of our having anything but pandemonium and violence if, to the exile capital of the free Cubans, Communist Cuba sends a representative team. We also have the additional emotional problem of a strong contingency of exiled' Cubans who would want to participate in this series and which, of course,'FEMBA has previously rejected. Your idea was, as you can imagine, received with enthusiaStft Due to financial troubles,. Italy has declined its right to host the 3I FEMBA World Tournament. Nationalist China is bidding to host this Tournament on approximately hovember 5 - 20, 1976. oik al, amateur ad6ration FtbrUacy , 975 You had mentioned to the rEMBA Board last month that you would sub- mit, in November 1975, the budget to cover the Tournament of the Americas in 1976 in Miami. 1 hope that you can and will do this. All baseball playing countries of north, Central and South America would be eligible to participate in such a tournament. T'nis would include Canada, USA, Mexico, Panama, Guatemala, Honduras, Costa Pica, Nicaragua, El Salvador, Dominican Republic, Cuba, Puerto Rico, Neth- erlands Antallis, Aruba, Virgin Islands, Columbia, Venezuela, Ecuador, Argentina, Peru and Brazil. It is not known at present how many of these countries would send teams. That would depend on the dates of the tournament, the amount' of financial assistance extended and perhaps, other factors. As you know, a tournament of the Americas has never been attempted before and to be a successful venture it would require a lot of time, effort and financial support. With the proper promotion and hard work this could become one of the most meaningful aspects of any Bicentennial City. We hope it works and are ready to assist in any ways that we can.
