A'VEt.tO AND ASSOCIATES, INCORPORATED, TO CONDUCT
AN OUTSIDE EVALUATION OE THE CITY' S TR/CULTURAL
PROGRAM.
WHEREAS, the City of Miami received a federal grant
under the Law Enforcement Assistance Administration entitled
"Law Enforcement Community Outreach and Career Program"; and
WHEREAS, said program requires an outside evaluation
in order to compile data on the methodology and results of the
grant; and
WHEREAS, the Administration has followed procedures
prescribed by the City Commission for obtaining professional
services, including advertising in newspapers, formal review,consul-
tation with the LEAA staff in Washington and oral interviews
with the three finalists; and
WHEREAS, funds for the analysis are being provided
by the grant; and
WHEREAS, it has been determined that Avello and
Associates, Incorporated have submitted the most acceptable
proposal;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The City Manager be and hereby is author-
ized to negotiate and enter into an agreement with Avello and
Associates, Incorporated to conduct an outside evaluation of
the City' s Tr'icultural Program,

The City of MVtiatni received a 1"edei'al Grant under the Law Etiforcernent
Assistance Adrx inistra.tiott entitled "Law Enforcement Corrir iunity Outreach

Such a program requires an outside evaluation as part of the woke elements
to be conducted under the grant. The purpose of this outside evaluation will
be to compile data on the methodology and results of this discretionary grant
.so,,LEAA ca.n replicate the findings in other areas where they want to increase
minority participation in law enforcement agencies.
Theadrninistration Followed the procedure set up by the City Commission in
obtaining professional services including advertising in the local newspapers,
extensive formal review, including the project monitor and fiscal officer from
the'LEAA Washington staff, of all proposals and oral interviews with the three
finalists.
The arnount of the Agreement is $20, 000 with funding being provided by the
LEAA Grant. Enclosed you will find a resolution authorizing the City Manager
to enter into an agreement with Avello and Associates, Inc. for the purpose of
conducting the evaluation.

In January, 1974 the City Comrriis sign adopted an ordinance stipulating that
12% of the construction cost of a public building be used for the acquisition
of art work. This ordinance also created a Cultural Arts Committee f five
members, who would meet at the direction of the City Manager, and act in
an advisory committee capacity to him, Subsequently, the ordinance was
amended so that this committee would serve for a term of two years instead
of one, as originally proposed.
At the May 8 Commission meeting Ms. Nora Swan, Chairperson of that com-
mittee, was present when the subject of the art competion and the commission
the City proposes to pay the winning artist for the Police Station art work was
discussed. The competition proposed consists of advertising for artists in the
State of Florida to submit their credentials and samples of past work. A com-
mittee composed of representatives from the Art Committee, Police Department
and the architect for the building would recommend to the City Manager a
selection of six artists to prepare presentation material of the design of the art
for the proposed building. Each of these six will be offered $2, 000 and two
months time to develop this design.
When this has been done this same committee would review the six submissions
and recommend to the City Manager the selection of one to be commissioned to
execute his design for the 5 murals proposed for the Police Station. In lieu of
the $2, 000 originally offered, this artist will receive a commission of $20, 000
to be made in two payments--$10, 000 at the time of selection and $10, 000 upon
completion of the murals. This $20, 000 would, in essence, compensate this
artist for his talent, as well as his supervision of application and installation
of the wall tiles composing this mural. The actual production of the tiles and
their installation would be performed by a tile contractor at an estimated addi-
tional cost of approximately $32, 000.
The closing date for the artists to submit evidence of their capability was May 8
and it was anticipated that the Art Committee would make their initial screening
at a meeting on May 14,

WTERtEAS, Metropolitan bade County adopted Ordinance
No. 73-77 on September 18, 1973 requiring all appropriations
for construction of government buildings by Metropolitan Dade
County and by municipalities in Dade County to include an
amount not less than 11A of the total appropriation for the
construction, to be used for the acquisition of works of art.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. All appropriations for the original con-
struction of governmental buildings by the Commission of the
City of Miami, Florida, shall include an amount of not less than
one
and one half percent (1' %0) of the total appropriation for
the construction of said buildings to be used for the acquisi-
tion of works of art. Said works of art may be an integral
part of the structure, attached to the structure_ or attached
within or outside the structure.
Section 2. Waiver of Requirements: The requirements
of Section l may be waived by Resolution of the Commission of
the City of Miami., Florida when and if it appears to said body
that a construction project covered hereunder is not appropriate
for application of the above requirements

WHEREAS, on January 24, 1974, the City COmmissi
adopted Ordinance Nb. 8227, which established a Cultural
Arts Advisory Committee to serve the City Administration for
a period of one (1) year to guide in the selection of works of
art for government buildings; and
WHEREAS, it became apparent during the course of the
meetings that a term of, one (1) year was insufficient if the
committee's work was to be meaningful; and
WHEREAS, the Chairperson has suggested that a term
of two (2) years be provided instead of one (1) year;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI , FLORIDA:
Section 1. Section 5 of Ordinance No.' 8227, re-
lating to Art in Public Buildings be, and is hereby, amended
as follows:
A Cultural Arts Advisory Committee is hereby
established. The Committee shall consist of
five members, each of whom shall be a civic minded
citizen with background and experience in the
field of Cultural Arts. Each Commissioner and
the Mayor shall appoint onememberto the Committee.
The Committee Members shall serve without compensa-
tion for a term of ee.e two calendar years com-
mencinq with January 1st of odd numbered y.ears and
terminating on December 31st of even numbered years.
The Committee shall meet at the direction of the
City Manager, at a time and place designated by
the manager and shall act in an advisory capacity,
