HomeMy WebLinkAboutR-75-0505S/21/75 RtsOLUTnON NO.: 7 Sflsn: _ A RESOLUTION AUTHORItING THE CITY MANAGER TO NEGOTIATE AN AGREEMENT WITH SOUTHERN BELL TELEPHONE AND TELEGRAPH COMPANY WHICH WILL SPECIFY SUCH ACTIONS ON THE PART OF THE CITY OF MIAMI AND THE TELEPHONE COMPANY WHICH MAY BE NECESSARY FOR THE IMPLEMENTATION AND ESTABLISHMENT OF A 911 SYSTEM FOR THE 'CITY OF MIAMI; FURTHER AUTHORIZING THE CITY MANAGER TO SUBMIT SAID SYSTEM TO THE DIVISION OF COM- MUNICATIONS OF THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF FLORIDA FOR APPROVAL; FURTHER AUTHORIZING THE CITY MANAGER TO APPLY FOR AND ACCEPT ANY FEDERAL OR STATE FUNDING ASSISTANCE AVAILABLE FOR THE DEVELOPMENT AND IMPLEMENTATION OF THE 911 SYSTEM. WHEREAS, the State of Florida has passed an emergency telephone act, hereinafter referred to as the Act, Chapter 74-357 Florida Statutes, which became effective July 1,'1974; WHEREAS the Act provides for the establishment o the public agency emergency telephone communication requirements for each entity of local government in the state; and WHEREAS, the Act provides for the implementation of a schedule which shall include the installation of a public agency telephone communications, referred to as the 911 System, local community within twenty-four (24) months after the local government agency gives a firm order to the telephone utility for a 911 System; and WHEREAS, the Act provides that the designated public agency shall order such system within six (6) months after publica- tion of the date of the plan; and WHEREAS, the City of Miami is an entity of local government; and WHEREAS, the interests of the citizens of the City o Miami will be served best by a 911 System which routes calls from citizens of, the City of Miami to a central dispatching agency within the City of Miami processing calls which originate within the its NOW, 4, TI4t`0lkt, tt tt RESOLVtD tY COMMI8gtON OP THt CfTYbP MfAMt, ?t RtbA Section 1. The City Manager be and hereby is authbri2ed to negotiate an agreement with Southern tell Telephone and Telegraph Company which will specify such actions on the part of the City and the telephone company which may be necessary to implement the provisions of the Act establishing a 911 System for the City of Miami. Section 2. The City Manager be and hereby is authorized to submit the System so evolved to the Division of Communications of the Department of General Services of the State of Florida for ap- proval. Section 3. The City Manager be and hereby is authorized to apply for and accept any federal or state funding assistance which may be or become available to the City in the development and implementation of the 911 System. Andrews City Manager f.A'rE bt 8JZCT: PtF£RENCES t CLOSUPSS MAY 2 1 iS 911 Systettz '0tLE In May, 1974, the Florida Legislature passed the Florida Drnergency Telephone Act of 1974, hereinafter referred to as the 911 Act. The intent of this legislation is to establish and implement a statewide emer- gency telephone number 911 plan which will provide citizens with direct access to public safety agencies by dialing the telephone number 911. Theoretically, such a system will reduce the response time to situations requiring public safety emergency services. The legislation directs the State Division of Communications to be responsible for the implementation and coordination of the statewide 911 Plan. After publication of the plan, which is to meet specific local government requirements, local agencies such as the City of Miami will have six months to place a firm order to the telephone company and that company will have a maximum of twenty-four (24) months to install 911. It is essential that the City of Miami immediately and clearly state its position on the type of 91] system which will best serve the needs of the citizens of Miami. The best system to achieve this purpose would be a 911 Plan which would provide for all telephone calls originating N.vithin the City of Miami to be routed directly to City of Miami central 911 answering center as designated by the City of Miami. Direct routing of calls from within Miami to the Miami answering center can be accomplished as re- ported in studies which have already been conducted in other parts of the country. If this were done, calls originating from within the City of Miami could be rapidly serviced and emergency response dispatched without. the delays caused by unnecessary call relays. Therefore, it is requested that the City Commission authorize the City Manager to make the necessary formal arrangements with the Southern Bel] Telephone Company to provide as quickly as possible the 911 service iottorable M etribers o'f The City Gointnissiori as described above. A resolution to this effect will officially establish the position of the City of Miami with respect to the 911 sy stetti as toscribed in the State statutes.
