Enclosed are two letters from the World Amateur Baseball Federation,
and a reply to the first letter from me.
As you can see, it is entirely possible for the City of Miami, during
the Bicentennial, to host an important sports tournament that could`
focus a great deal of attention and interest in our City.'
Along with the Dolphins and the Toros, the Miami Golden Gloves Thur-
nameht helped to give Miami a sports capital image. With the
improvements of the Orange Bowl, in addition to such events' as the
Inter -American Rowing Championship, much could be done to further
its positive and healthy image.
Now that the touchy Cuban question has been settled, I strongly
recommend that the City of Miami form a committeeand proceed with
an amateur baseball tournament of the Americas
Would you please schedule this matter for Commission discussion, so
that we can set proper policy if the Commission decides to undertake
the project.

Let tie assure you, however* that since this tournament
would 2iOT be a c:orld tournament t your Organizing Committee
could invite- and not invite- any tcams it chooses. If Cuba
is not invited; and if a I'•.iar`,i Cuban teat is, or is not in—
vited, this privilege is entirely up to you. Let's assure that
eight teams participated. They could be I:iari A11Stars (i:iani
Cubans if you wish,' Canada, I;icararua, `Puerto aico, Colombia,
l•anurra, Venezuela and Argentina. If you desire to get teats
from outside the Americas, Japan, .,ationaliat China,S. t.orea,
Italy, holland ray oe included, or sucstituted for any of the
above. Please keep in mind that i:ationalist China will be host-
ing a World Tour: asn.ent in i;ovember, 1976, and this riay restrict
some teams from participating in the i•iami tournament.
The original idea was to hold a "Tournament of the Americas",
something that has never been done before, and possibly would have
more fan appeal than a tournament involving tears frog outside
American countries.

At a recent meeting of the United Staten Baseball FederetiOh# yotir
letter of September 6, 1974, in which yott wrote, "/ would like to
see the Tournament of Americas held in the city of Miami, was disc
cussed. Your idea Was, as you can imagine, received with enthusiasm.
Due to financial troubles, Italy has declined its right to host the
III PEMBA World Tournament. Nationalist China is bidding to host
this Tournament on approximately November 5 - 20, 1976.
You had mentioned to the FEMBA Board last month that you would sub-
mit, in November 1975, the budget to cover the Tournament of the
Americas in 1976 in Miami. I hope that you can and will do this.
All baseball playing countries of North, Central and South America
would be eligible to participate in such a tournament. This would
include Canada, USA, Mexico, Panama, Guatemala, Honduras, Costa Rica,
Nicaragua, El Salvador, Dominican Republic, Cuba, Puerto Rico, Neth-
erlands Antallis, Aruba, Virgin Islands, Columbia, Venezuela, Ecuador,
Argentina, Peru and Brazil.
It is not known at preserit how many of these countries would send
teams. That would depend on the dates of the tournament, the amount
of financial assistance extended and perhaps, other factors.
As you know, a tournament of the Americas has never been attempted
before and to be a successful venture it would require a lot of time
effort and financial support.
With the proper promotion and hard work this could become one of the
most meaningful aspects of any Bicentennial City. We hope it, works
and are ready to assist in any ways that we can.
