The concept of bilingualism has

vana as the small post office build-
' ing in Olympia Heights, a suburb

both English and Spanish, and it in-
dicated ‘vhere to start forming a

For years there have been whis-
pers of big zoning bribes in Dade
County. These were tied in many
cases to odd votes in which a com-
missioner went against the public
sentiment to favor a big develop-
ment.
Now five members of the Metro
Commission have been accused by

good day for developers to seek an-
proval of their projects from the
Metro Commission.
The commission showed this yes-
terday in listening for over two
hours to the application for rezon-
ing for a planned new town of
10,000 people in West Dade that
was to have been called Kendale-
Gables.
Then without any debate, the
commission quickly voted 8-0 to
deny the application with prejudice.
The denial with prejudice means
that rezoning can't be sought again
for at least another year.
Also blocked was an application
by the Arvida Corp. which sought
rezoning to build 961 units of
apartments and homes on 460 acres
in South Dade.
The commission denied variances
sought for the project and then
deadlocked 3-3 on the zoning.

the owner of a black and white
bulldog which bit a swimmer in a
lake at NW 118th Street and 22nd
Avenue yesterday.
Kenny Norton, 17, was imming
in Lake Carmen when the dog
swam up behind him and bit hint on
the neck, The owner of the dog, a
black man about 35 years old, saw
the incident, called the dog 'ashore
and drove away in a maroon, two -
door 1968 Pontiac Catalina.
If the dog is not found and tested
for rabies, Norton must undergo a
series of painful rabies shots.

The 3-3 deadliock means that the
zoning application by Arvida will
be considered again after the three
commissioners who were absent
today have had time to read the
t ranscri pt of yesterday's testimony.
"I he liendale-Gables application

located between Miller and Sunset
and SW 147th and 157th avenues.
It was the commission's first test
on whether it would conform with
the new countv comprehensive de-
velopment plan it adopted only last
week.
That plan did not show urban de-
velopment for this area until about
the year 2000.
Commissioner Harvey Ruvin, in
moving for denial, said, "We .need
to set a precedent on conformity
with the master plan." -
That was the only comment be-
fore the vote.
The Arvida property, just south
of the Tamiami Airport, was specif-
ically included by the commission
in the new master plan as suitable
for urban developmont.
But Metro Mayor Steve Clark, in
casting the vote that deadlocked
the issue, said the rezoning is pre-
mature because of a lack of watet

Espana inaugure el complejo
minero que la empresa
"Andaluza de Piritas, S.A."
ha puesto en explotaci6n en el
termino de Aznalcollar, a unos
cuarenta kilemetros de
Sevilla.
El complejo minero cons-
tituye una de las ex-
plotaciones a cielo abierto
mayores de Europa. Las in-
versiones previstas en el
proyecto ascienden en total a
9.493 millones de pesetas
(unos 170 millones de
*Mares).

a Firmar Acuerdo Economico
MADRID, Abril 9 (EFE)— Salle con destino a Paris el
Vicepresidente segundo del Gobierno y Ministro de Hacienda,
Rafael Cabello de Alba, que en la capital francesa firmara en
nombre de Espafia un acuerdo por el que se establece un fondo
de apoyo finaneiero en el marco de la "OCDE".
Acompafian a Cabello de Alba el Subsecretario de Economia
finanelera, Jose Ramon Alvarez Rendueles, y el Director del
Servicio de Relaciones Exterlores, Andres Travesi.
Este fondo asciende a 20.000 millones de derechos especiales
de giro. La cuota espafiola es de 500 millones, es decir, un 2,5
por ciento del total, lo que coloca a Espana entre los diez
prlmeros de la PCDE.
La explotaci6n producira
anualmente dos millones de
toneladas de piritas com-
plejas (sulfuros de hierro o
con plomo, zinc y cobre) y 1,4
millones de toneladas de
piroclasto (pizarra) cuprifero.
Como resultado del
tratamiento de esta
produccidn, en la planta de
aznalcollar se obtendran, por
afio, 51,480 toneladas de
concentrado de cobre (con un
25 por clento de cobre), 42.088
toneladas de concentrado de
plomo (50 por clento de
plomo), y 98.429 toneladas de
concetrado de zinc (50 por
ciento de zinc).
Como subproducto del
tratamiento del. mineral
anualmente se obtendran 1,5
millones de pirita con bajos
contenidos de cobre, polomo y
zinc. En cuanto a las reserves
de mineral, estan constituidas
por 44,5 millones de toneladas
de piritas compleja y 94
millones de toneladas de
piroclasto cuprifero.
