A RESOLUTION ORDERING FLAGLER STREET HIGHWAY
IMPROVEMENT H-4372 AND DESIGNATING THE
PROPERTY AGAINST WHICH SPECIAL ASSESSMENTS
SHALL BE MADE FOR A PORTION OF THE COST THERE-
OF AS FLAGLER STREET HIGHWAY IMPROVEMENT
H-4372 AND ALLOCATING THE AMOUNT OF $10,000.00
FROM THE HIGHWAY BOND FUND FOR PRELIMINARY
EXPENSE.
WHEREAS, the City of Miami, in cooperation with the
Downtown Development Authority is planning for improvements
to the downtown business area which will require restoring to
good condition the curbs, gutters, sidewalks,street pavement,
and improving drainage facilities; and
WHEREAS, the aesthetics of the street can be enhanced with
additional landscaping and planter islands similar to those at the
intersection of Flagler and East First Avenue;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. A local improvement described as FLAGLER
STREET HIGHWAY IMPROVEMENT H-4372 shall be made under Section 56
of the Charter of the City of Miami, as amended, on the
following streets:
Flagler Street (West 1st Avenue - Biscayne Blvd.)
South 1st Street (West 1st Avenue - Biscayne Blvd.)
Section 2. Improvement shall consist of the following:
1. Removal of existing sidewalk, curb and gutter,
and the construction of a concrete sidewalk with
a decorative textured surface or paver block and
concrete curb and gutter.
2. The existing asphalt streets will be leveled and
remacadamized as needed with an asphalt surface
course, plus providing drainage facilities.
3. Planter areas will be provided at intersections
and other locations as specified,

REMARKS:
Section 2. All of the aforementioned improvements
will be done in accordance with City of Miami Standard Speci
fications for Public Works Projects to be designated in all
proceedings and assessments as Flagler Street Highway Improve-
ment H-4372, and the property against which special assess-
ments shall be made for a portion of the cost thereof shall be
designated as Flagler Street Highway Improvement District
H-4372.
Section 3. The amount of $10,000.00 be, and is here-
by, allocated from the Highway Bond Fund for preliminary
expense.

ENCLOSURES:
Plans and specifications are being prepared to improve Flagler Street,
including the construction of curb and gutter remacadamizing, and
decorative sidewalk with landscaped planter areas between Biscayne
Boulevard and West 1st Avenue.
The project will include the remacadamizing of South 1st Street from
West 1st Avenue to Biscayne Boulevard. This will be an assessable:
improvement.
The project willalso include some new drainage structures and improve-
ment to the existing drainage facilities to take care of existing roof
drains flowing into the street.
Work on this improvement is being coordinated with the efforts of the
Downtown. Development Authority and in addition to the City's cost, the
Downtown Development Authority will bear the cost of the intersectional
improvements (planter areas, landscaping,conorete pavement) similar
to what they did at the East 1st Avenue intersection on Flagler Street.

THE DEPARTMENT OF PUBLIC WORKS RECOMMENDS THE ADOPTION OF
THE ATTACHED RESOLUTION ORDERING FLAGLER STREET HIGHWAY
IMPROVEMENT H-4372 IN FLAGLER STREET HIGHWAY IMPROVEMENT
DISTRICT H-4372 AND ALLOCATING $10,000 FROM THE HIGHWAY
BOND FUND FOR PRELIMINARY EXPENSE.
