Institute of Criminal Justice
In response to your April 3, 1975, memorandum reference the above captioned
subject, the following is provided. As a matter of convenience, this memoran-
dum is intended to list the questions identified in your memorandum of April 3,
1975, with the responses immediately following:
1. How long has the presently constituted police academy been
in existence?
The first class entered the Southeast Florida Institute of
Criminal Justice in November, 1972.
2. What is the annual cost paid by the City of Miami both from
tax funds and/or fines and forfeitures delegated to the City
of Miami?
Presently, the City of Miami pays a fee to Miami -Dade
Community College of $45. 00 for registration and $229.00
for tuition per individual. In addition to the registration
fees, the City of Miami provides one police sergeant and
two police officers as staff at the Institute. The Institute
reimburses the City of Miami $38, 000. 00 as partial pay-
ment for assignment of the sergeant and two officers to
the Institute. Additionally, for each hour that the City of
Miami provides an instructor to the Academy, the City is
reimbursed $7. 50.
3. How many students has the City of Miami enrolled in this
school since its inception?
To date, there have been a total of 194 City of Miami
students enrolled in the Southeast Florida Institute of
Criminal Justice. Presently, there arc 38 City of Miami
students actively enrolled in the Academy.

4. How many students has the City of Miami had graduate
and work at least one (1) clay on the Miami Police Depart-
ment?
As of April 8, 1975,.there have been 109 City of Miami
recruits graduating from the Academy as sworn City of
Miami Police Officers.
5. What is the minority, ethnic breakdown of those enrolled
and those graduated?
As of January 1, 1974, Federal Law required the City of
Miami to maintain records of the ethnic background of
City of Miami Police recruits. Therefore, the following
information concerning the ethnic makeup of City of
Miami recruits attending the Southeast Florida Institute
of Criminal Justice is valid from January 1, 1974, through
March 31, 1975. From January, 1974, through March, 1975,
the City of Miami ethnic enrollment in the Southeast Florida
Institute of Criminal Justice is as follows:

135 Total Enrollment During the Period.
Of the 135 recruits enrolled in the Academy, a total of 66
have completed the Academy and are serving as Police
Officers:

6. Is the institute training only Metropolitan Dade County
procedures to City of Miami students?

No. The academic instructions offered at the Academy
do not specifically utilize the procedure of any one depart-
ment. It should be noted that the majority of the instructors
are provided by Metropolitan Dade County Public Safety
Department; therefore examples and related experiences
often time relate to the Public Safety Department. Recent

adjustments in the specific use of examples and
training materials have reduced the primary utili-
zation of Public Safety Department procedures and
examples,
The City of Miami has indicated a dissatisfaction
with the utilization of Metropolitan Dade County
forms, etc., as teaching aids in the Academy,
This practice has been significantly reduced. The
City.will continue to rnonitor this aspect of Academy
instructions and snake recommendations if further
adjustments are required.
7. Has anyone completely discussed with the directors
of the institute the federal court order placed on the
City of Miami as it relates to minority hiring for the
Police Department, and if so, what has the institute
agreed to do to assist the City of Miami in this balance:
The Institute is prepared to train any qualified recruit
the City of Miami assigns to the Academy. The
Institute does not involve itself with recruiting prac-
tices in the various agencies assigning recruits.
Therefore, the Court Order has not been formally
discussed with the Academy.
8. Why does the City of Miami, being the largest munici-
pality participating in this program, have only 1/15th
relating to the policy decisions of the institute?
On July Z2, 1974, a Memorandum of Understanding
as to the Role and Functions of the Criminal Justice
Advisory Council was executed. That document
provides for the fifteen member council. Each
member of the Advisory Council has an equal. vote.
The Advisory Council is so constituted that the
complete spectrum of the Criminal Justice agencies
are represented and provide consultation to the council.
It should be noted that Metropolitan Dade County and the
City of Miami have an equal vote on the Council.

Presently, it is the opinion of the City of Miami Police
Department Administration that the Criminal Justice
Advisory Council, as presently constituted, is respon-
sive to the City's needs: The City will continue to
closely monitor the responsiveness of the Advisory
Council and should it be necessary, will make recom-
mendations so that it will remain satisfactory to the
City of Miami.
9. When a student, for whatever reason, is asked to resign
is he given a choice of resigning or his final pay being
held up if he does not agree?
In instances where termination from the Academy is
imminent, the individual concerned may be given the
opportunity to resign for the employees' benefit. Whether
an individual resigns or is terminated, it is necessary
that he be processed from the Academy. This processing
includes clearing of the following:
Police Training Unit (Library)
Police Credit Union
Property Unit
Commanding Officer
Identification Card (Personnel Unit)
In instances where an individual chooses not to resign from
the City, he is simply terminated. There is no necessity
or advantage to the City to hold his final check. However,
an individual does not receive a final paycheck until all of
the items listed above have been cleared.
10. Since this institute is operated by tax dollars, i. e. publicly
supported, are all records available to the public?
The responsibility for administration of the Southeast
Florida Institute of Criminal Justice is vested with the
Miami -Dade Community College. Standard procedures
with the College require that records of individuals enrolled
at the College are available to the individual and the agency
by whom he is employed. Therefore, an individual's records
are not available to the general public.
