The 1liami Beach City Council at a recent meeting adopted Resolution
rdo. 75-14622, requesting cooperation of the Florida League of Cities and
all cities on the Southeast coast of Florida in assisting thh City of
tliami Beach in obtaining approval 'r•om Federal and 'Stale authorities for
its proposed pilot demonstration project for the deep current assimilation
of sewage effluent.

applied to the Federal Environmental Protection Agency for
approval of said demonstration pilot project of the deep current
Assimilation of the sewage effluent of said city, th.-rt is, thr
discharge of its commutated and scr.c'enecl sewage effl.uc~nt,
without secondary treatment, more than three miles off-shore,
below the thermoclyne, at a depth of 400 feet, through multi-Dort
diffusers, and into the swift and continuing current known as
the Florida Current or Gulfstrcam;

Sewage Assimilation is a very low cost and environmcrntally
advantageous method of disposal of sewage r_,f.fl.uent fmm
non-industrial communities, containing little chemical ,Znc?
industrial waste, and originating in an area of salt-watrr
intrusion, which makes recycling impracticable;
WHEREAS, the purpose of the proposed deninnstr~~tion pre~ject is tci

• A RESOLUTION bf THE CITY COUNCIL REQUESTING THE FLORIDA PUBLIC SERVICE COhfhiISSION
~G RECONSIDER REGENT` ELECTRIC POWER RATE INCREASE.
WHEREAS, the Public Service Commission has recently initiated an electric power
rate schedule which ar,ong other things provides for higher rates during
the warmest months of the year; and
• WHEREAS, the use of air conditioning in Southern Florida and Coastal regions is
_ necessary to maintain minimum comfort, and control interior humidity
' levels and destructive mould; and
WHEREAS, the putative justification for such rate schedule is to minimize capital
requirements for utilities in meeting peak load demands; and
• WHEREAS, the real cause for additional generating capacity and ensuing capital
demands is the ever increasing demands being placed .upon the power
• systems by new facilities being connected to the distribution lines; and
WHEREAS. the net effect of the summer penalty rate is to impose such penalty upon
the year-round residents and electorate which the Public Service Commis-
sion is obligated to protect; and
WHEREAS, such penalty rate discriminates against present users and citizens in
order to provide additional rapacity for future users many of whom
_ x111 be transitory and for non-residents not qualified to vote.
. ROw, THEREFORE, BE IT RESOLVED by the Council of the City of Naples, Florida:
SECTION 1. That the City Council of the City of Naples, Florida requests that
in the interest of equity the Public Service Commission immediately
• reconsider such penalty rates.

SECTION 2. that in lieu of the new penalty rates, consideration be given to
• allocating all or a part of the expansionary capital requirements
4A new housing and commercial facilities being connected to the
Fabler distritution system and that such cost 6e assessed at the time
' of connection.
