IMPLEMENT A SIX=MONTH PILOT SUMMER MEMBERSHIP PROGRAM AT THE CITY OF MIAMI GOLP COURSES) FROM MAY 1, 191S TO OCTOBER 31, 1975i PRoVibiNC FOR MEMBERSHIP AT A RATE OF $100.00; CONTINGENT UPON THE USE .OP AN ELECTRIC GOLF CART; FURTHER PROVIbING SEVERABILIT`; AND FURTHER PROVIbiNG AN EFFECTIVE bATEa WHEREAS, due to the energy crisis and daylight savings time, golf courses in the Greater Miami area are experiencing difficulty in meeting expenses with revenue; and WHEREAS, innovative steps must be taken to draw players from other golf courses and bring them to our City courses, Melreese and Miami. Springs; and WHEREAS, other golf courses, throughout Dade County, are offering interchangeable summer memberships; and WHEREAS, if the City is to maintain equitable participation, the Department of Parks and Recreation recommends the institution of a summer membership plan for the summer of 1975 only at the City golf courses in order to stay competitive; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The City Manager be, and he is hereby, authorized to instruct the proper City Officials to implement a six-month summer membership pilot program at the City of Miami Golf Courses, to begin on May 1, 1975 and be in effect until October 31, 1975, $aid summer member- ship may be interchangeable from one personto another, at r a rate of $100.00 contingent iipon the ihdividtal tneMbers Use of an electric golf cart. section 2. Should any part or proVision of this ordinance be declared by a court of competent jurisdiction to be invalid, the same shall not affect thevalidity of the ordinance as a Whole, or any part thereof, other than the part declared to be invalid. This includes both of our courses, Metreese arid Miami Springs. Many of the courses are taking innovative, steps to attract more Players to their courses. The City of Miami. must also be innovative in attracting these same players away from other golf courses and bring there to our City courses. Other golfcourses, throughout Dade .County, are offering interchangeable Summer memberships and if the. City is to maintain equitable participation we must stay competitive. It is now in order for the. City ,Commission to adopt .an ordinance whereby the City will offer a summer membership for six(6) months from May 1st to October.31st, interchangeable from one person to another,at a: rate of $100..00 for six months. 'With this summer rate the individual must use an electric golf cart. The Department of Parks and Recreation recommends the adoption of the attached ordinance authorizing a six-month summer membership for the summer of 1975 only, as a test period, at the City golf courses, Melreese and Miami Springs.
