Plummer, City Commissioner SUBJ: Meeting of Miami Planning Advisory Board of February 19, 1975 REF: Agenda Item 3-A and 3-B as shown on attached paper#1 Dear Mr. Commissioner Plummer: The following is a list of petitioners whose names appear below, who are stren- uously opposed to a change of zoning classification for property as shown on attached paper #2 along with a request for the development plan of a proposed park on subject shown'site also shown on attached paper #2.. ! did not personally attend subject meeting as I am confined to my home at the present time, convalesing from a heart attack, suffered November 24, 1974. However', my wife and several interested neighbors attended this meeting and were deprived of their right to vote on the proposed proposition regarding the development of a park on subject site, being allowed only to make comments regarding their views on the matter. After the comments of the neighbor's, who from a majority standpoint expressed opposition to the proposal, the zon- ing advisory board cast their votes in favor of the change of zoning classifica- tion and the development of the park. None of the "remarks" made•by the property owners in the space provided on attached paper #3 were publicly read, despite the fact that these numerous property owners and renters mailed in their comments, indicating their rea- sons for not approving the plan under discussion. From the phraseology as shown on attached papers #2 and #3, they interpreted this phraseology to mean they could vote in favor or in opposition to the plan. Instead they returned from the meeting feeling that they had received a "snow - job" (their remarks) from the Planning Advisory Board, having the feeling that this matter was already "cut and dried" and it was just a waste of their time to attend this meeting. Some of the neighbors comments expressed at the meeting Page 2 and their comments in the remarks portion of attached paper #3 were as follows: Due to the narrowness at this location on Southwest 22nd Avenue, (1) a parking problem would be created, with people attending the proposed park) using other peoples property to park their cars, (2) A safety factor would be created as congestion at this site would impede the progress of the police and fire depart- ment emergency vehicles that are in the habit of using Southwest 22nd Avenue as a route from Tigertail to Dixie Blvd, (3) While it was stated that the park would be lighted during the night-time hours, there was no mention of a closing time of the proposed park, this creating a noise problem disturbing the peace of the adjacent neighborhood. (4) Other objections cited were the fact that the proposed park would not be supervised and given no special police protection, here again creating a situa- tion that might cause the lack of safety for both children and adults in the event of possible "gang fights" etc. (5) The possibility that this proposed park may be used as a picnic area with the resulting creation of debris, etc. such as now exists at the Crandon Park area as a result of a certain number of "slobs" picni.cing there on the week ends. (6) It is already feared that if parking is allowed at this location it may give the criminal -minded character a good opportunity to stop and "case" an already badly robbed and vandalized neighborhood. (7) Added to this, opposers to the plan, feel this particular area has already been well provided with park areas, keeping in mind the recent opening of Wain- wright Park on "short" Brickell Avenue, and Kennedy Park at Southwest 22nd Avenue and South Bayshore Drive. There could possibly be numerous other objections cited, but the above are only a few. Another worth mentioning is the expenditure of a quoted figure of $50,000 of.the tax payers money in order to protect two (2) banyon trees now growing on the property, this being given as one of the main reasons for the development of a park at this location.
