A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER AND CITY CLERK TO ENTER INTO AN AGREEMENT $ETWEEN THE CITY OF MIAMI AND DADS COUNTY PROVIDING THAT THE HOUSING AND URBAN DEVELOPMENT DEPARTMENT OF DADE COUNTY SHALL PROVIDE THE ADMINISTRATIVE WORK REQUIRED IN THE AFRICAN SQUARE CONDEMNATION CASE INCLUDING REAL ESTATE ACQUISITIONS, PROCESSING OF APPRAISALS AND RELOCATION OF TENANTS. WHEREAS, the City of Miami does not have a Real Estate Acquisition Section that is thoroughly familiar with the guidelines required by Federal projects; and WHEREAS, it has been determined that the Condemnation f African Square Park must proceed in accordance with Federal Regulations since Federal money was used in planning of the entire linear park on Martin Luther King Boulevard; and WHEREAS, the Dade County Housing and Urban Development Department is thoroughly familiar with the Federal requirements hereinabove referred to; and WHEREAS, the Dade County Housing and Urban Development Department is willing to handle the administrative work required for the African Square Park Condemnation as more fully set forth in the Agreement attached hereto and made a part hereof. The terms and conditions of this ;ree :zr.t are as follows: Dade County HUD shall, through its Real Estate Acquisition Section, process the appraisals, title work, and all other functions necessary to the preparation of each parcel to be acquired, to be included in eminent domain proceedings which shall be coordinated through the City of Miami Department of Law if all required negotiations are not sneness?:ul. The parcels to be acquired are 7095.1, 7095.2, 7095.3 and 7095.A, as per slzetch attached hereto. Additional parcels may be added by letter from the City tanager's Office, and acknowi.,:.d;ed in writing by the County Manager's office. Recommendations as to prices to he offercd shall be made in wi:itin3 by the Real fst- to Acquisition Officer of EUD ii th the expressed understanding that al. l offers, letters to owners,and/or changes in the offered prices shall be fully documented :in his files and ;hall have the written concurrence of the City Manager of the City of Miami or his designated agent. All payments w1.1i be made by City of Iiiari warrant, no funds of HUD being involved. 2.
