AND RECREATION IN CHILD bAY CARE CENTERS;
PROVIDING FOR ITS INCLUSION IN Tilt Cob
OF .THE CITY OF MIAMI, FLORIDA;' REPEALING
ALL ORDINANCES`, OR PARTS OF ORDINANCES IN
CONFLICT HEREWITH;' PROVIDING THAT IF ANY
SECTION,.CLAUSE, OR SUBSECTION SHALL BE
DECLARED UNCONSTITUTIONAL, IT SHALL NOT
AFFECT THE REMAINING PROVISIONS; PROVIDING
FOR AN EFFECTIVE. DATE.
WHEREAS, information has been gathered on local
CHILD DAY CARE fee scales for developing the City of Miami
Day Care fee schedule; and
WHEREAS, the fee schedule for the child Day Care
Program was designed in order that all levels of income
could afford quality child, care;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The following Fee Schedule is hereby
included in the Code of the City of Miami, Florida:

Section 4. The provisions of this ordinance shall
become effective on UPON PUSLIOAT�ON , 1974.
Section 5. This ordinance is hereby declared to
be an emergency measure on the ground of urgent public need
for the preservation of peace, health, safety and property
in the City of Miami.'
Section 6. Therequirement of reading this
ordinance on two separate, days is hereby dispensed with by
a vote of not less than four -fifths of the Members of the
Commission.

Status Rtport on Child Day
Care Centers
The following progress report regarding Child Day Care is sub-
mitted for your information.
T. CHILD DAY CARE PROGRAM
a.) Hours of Operation - The Child Day Care Program is in
operation Monday through Friday, from 7:00 a.m. to 6:00 p.m.
b.) Personnel - There are currently (44) forty-four employees
on staff of which (8) eight are full-time and (36) thirty-
six are part-time.

Part-time Teacher Assistants
Part-time Teacher Aides
Part-time instructors
Custodians
The City Manpower program was helpful. in supplying
us with (11) eleven personnel from minority backgrounds,
man; of them b:'ifin women who had worked in the area of
Child Care. These personnel will eventually be qualified
to become rcnul:er employees when Day Care positions are
vacated. This has proven to be a fine training program
for future, experienced, Day Care employees.
The Day Care program and the City Manpower program has
proven to have a positive, symbiotic relationship and
wo wi11 need the requested personnel.
c.) 1'nr.oii mint: - The Shenandoah Ch i ldren's Center presently
has (50) fifty children enrolled from ages 21i - 5 years.
Moore Children' Center has enrollment of (25) twenty-
five, with (4 )) forty children presently roctister.ed

and to commence soon. Thu children were staggered in
enrollment so that an adjustment period would be less
frustrating for the children.
Eaton Children's Center is still scheduled to open on
February 24, 1975. The staff has been hired and is
presently preparing the center for the children.
d.) Demographic Characteristics - See attachment under Fee
schedule.
e.) Program Development - Presently a definite developmental
history is done on each child, intake and registration,
referral of children and parents to different agencies,
weekly staff meetings and monthly workshop with community
consultants, monthly workshop with parents; Shenandoah
to be held on February 20, 1')75 at 7:30 p.m. with
L)r. Lavvi.n, Child Psychologist.
f.) Program Activities - Several activities such as field
trips to the cireu.s, an_] fair., early childhood activities
in science, math, lanrruane arts, outside activities, f.ilms,p
trips to the library, and crafts and music. These
activities promote enrichment, and a positive attitude
toward :Life for the children.
c;.) General. In Corrnat iol: - The Ch i ldren's Center has been
opened since December of le74, this first center being
Shenandoah. The i loor.e Ch i ldren's Center opened on
January 30, le75. Eighty-six (86) children have used
the City of Miami. day care service, with a total of
$1, f;66.60 in monies col lected.
The parents are very happy to have the quality service and
we have written tcstimonai, as well as verbal praise for
the City and all of its Commissioners for creating such a
development.
Thore are several individuals who have merged their
services with entftu_::i.asm for the program such as
Ns. Marilyn P ichtc'r, inter for Decorator who donated two
murals, a plttyho,.ree, a true1-. (to carry 50 children to
fantasy far -away lands) nds) in addition to :'ak i nq draperies,
.t'lower pots and donating se -taller items to the center.
Dr. Garcia I.a\''.'in, a Child Psychologist, who works with
parents, voltint.,ej-e.j his eervte:e - for parent discussion

groups, Dr, Pena, a pediatrician volunteered his services
to eXaine all the children and give recoenendations,
Dr. Perez, a local dentist who will do screening on the
children, and the Baskin -Palmer Tnstitute, who did indi
vidual eyescreening.
The City of Miami Children's Centers are on the tour guide
of the Southern Association on Children Under Six (SACUS).
SACUS, an early childhood association is bringing 8)000
persons from eleven (11) southern states to Miami, to
stay in the Americana during the Week of April 9-12, 1975.
'(h.) Fee Schedule - The Child Day Care is requesting a fee
schedule in line with economic condition within our
community. :r would hestitate to say that the program
has deteriorated to low-income because the program
was never intended to exclude any segment of the community
but to particularly include all income levels.

City of Miami Fire Department Statistics - The City of
Miami Fire Department reported that ilo,ono children were
involved in fires, with no adult present due to parents
at work. The Children's Center is helping to sol.ve some
of these fire accident.i.
Storage Space - The Centers need additional storage space
because cots (50), a freezer, and children's coat lockers
aro causing concIpstgn and a potential fire hazard as
these large items are bloelzine needed passageway. The
type of spacing would require 224 sq. ft. per building,
which includes the extension oC the roof to a 68 ft.
bui lding, adding two (2) doors, fiourescent lighting and
the removal of the air conditioner from its present
wall to the oxtem,;ion wall. It would be added to the
west side of each building to keep the attractiveness.
The estimated cost .is $3,500 per building, and would be
completed in weeks.
