Study - Riverside I3:iptist Church Acquisition 1 r In response to the knowledge that the Riverside Baptist Church vas being offered for sale, the City Manager established a Task Force to evaluate the feasibility of converting the property to public use. The Church property is located at S. W. 1st Street and 9th Avenue. The objective of the Task Force was to study the potential public uses that would lend themselves most favorably to the Baptist Church property's structural plant and geographic location. The property contains a 1, 500 seating capacity sanctuary, two (2) separate free- standing buildings and two (2) apartment buildings. The physical plant has a total of 73, 000 square feet. In addition, there is a 15, 000 square foot playground and presently 42, 000 square feet for parking purposes. The land contains 2. 34 acres. (See Exhibit A which fully describes the offering. ) It should be noted that the preliminary report authored by Kaiser Engineers, con- sultants on the Dade County Transit Improvement Program,has now relocated the rapid transit line which took part of the Riverside Baptist Church property (southside of S. W. 1st Street). The current recommendation is to locate the transit line along Southwest 2nd Street. The asking price is $1, 750, 000 for the subject property. However, there is the possibility that the property can be purchased for less. The property is within a quarter of a mile walking distance of more than 6,000 low income residents. Its accessibility to those that are in lower income brackets will thereby enhance its usage due to its availability to those who cannot afford cars or other forms of transportation. The Task Force examined various alternative uses for the subject property. The alternatives were as follows: a) Latin Community facility b) Satellite City offices to serve, Latin Community c) a park and clay care facility (I) family health clinic Page 1 of 2 q Honorable Members"-4. the City Conran ssion c) facilities for the elderly f) legal services g) performing arts facility h) full community center i) family services center j) cultural center k) art museum 1) Manpower Outreach Center m) City employee recruitment center n) combination recreational and auditorium utilization There is no doubt that the subject property could be put to valuable utilization in a number of 'ways which will lend themselves favorably toward public use. At a meeting between the Dade County Manager's Office and the Community Devel- opment Act Target Area Chairman on January 20, 1975, the County Manager's Office agreed to recommend to the County Commission the earmarking of $675, 000 of their CDA first -year funds for the acquisition and development of a multi -purpose community service center which was requested as the first priority need for the Little Havana area by some 400 area residents. Therefore, the. County could be a likely tenant as a user of the Baptist Church property with the City of Miami using CDA. funds. It is therefore recommended that the City Commission authorize the City Adminis- tration to enter into negotiations with appropriate Metropolitan Dade County offi- cials, as well as officials of other local governmental jurisdictions, to determine the extent to which other local governments would become joint users with the City of Miami under lease agreements wherein the City's purchase money is returned by rent from the joint users. In addition, authorization will he required to have a formal appraisal conducted on the property to guide the City in terms of offering the principals of the Church a suitable. purchase price. With the requested authority, the City Manager's Office can proceed to finalize the potentials, of acquiring the Riverside Baptist Church property. CLASSROOM BUILDING "C": first floor --chapel (32'X52', 220 seats), dining room (28'X59', seats 200), kitchen, two restrooms, seven classrooms; second floor- 75'X125', five classrooms seating 48 to 118, 22-25 small group study rooms (with folding room dividers); third floor -six classrooms seating 50 to 160, 30-45 small group study rooms (with folding room dividers), two offices. Total square footage: 36,375. COVERED WALKS: 10,900 square feet interconnecting main church and classroom buildings. BUILDING "D": converted single-family residence; first floor-50'X56', nine rooms, one bath; second floor -eight rooms, two baths, one storeroom. Total square footage: 3,265. APARTMENT BUILDINGS: One has four units (two up, two down) each with living room, kitchen, bathroom and two bed rooms; one has two units (one up, one down) each with living room, kitchen, bathroom and one bedroom.
