Community- Development.
Enclosed is a resolution authorizing the City Manager to submit the
grant application for the Housing and Community Development Act of
1974,
I would like to inform the Commission of the schedule of events that
will take place in order for the City to meet the Federal requirements
in submitting this application. On February 25, 1975) at 2:00 PM, the
City Manager will hold a workshop for the City Commission to explain
the final application process. On February 27, 1975, we will conduct
a public hearing at 2:00 PM Burin,, the regular Commission meeting,
and the City Manager will request that the Commission adopt the attached
re solution.
Subsequent to that, we will hold the final public hearing during the first
City Commission meeting in March, at which time a resolution will be
prose tc.,d for the Commission to ztuthorize the specific programs to be
included in the one year -,roje.ct.
I would like to stress to the City C:ornmission the importance of adhering
to this schedule due to the ti.rze constraints facing the City in successfully
submitting this application to the Department of I-lousi;ng and Urban
Development.

Enclosed you will find a synopsis of the one year program for the City of
Miami to be funded by the Housing and Community Development Act of 1974.
The enclosed City Manager recommendations take into consideration the
stated objectives of the Act of providing a suitable living environment and
expanding economic opportunities principally for persons of low and moderate
income. Also, the current economic conditions facing the City of Miami
have been taken into consideration, therefore, many of the projects proposed
in this Community Development Program will create empluy-ment opportunities
for the residents of the target area.
In an effort to maximize financial resources and to obtain economies of scale
in developing some comprehensive community development projects, the
City will utilize highway bond funds to match Community Development monies
in providing capital improvement projects in some of the target areas.
The enclosed projects have been devei ped after a careful review and analysis
of multiple factors, using the following methodology:
• Community Development Task Force
• Urban conditions analysis
• Survey of selected community representatives
• Community -wide interest me'etir_gs
Also, a formula allocation which is explained with the enclosed backup
materials was devised to provide for high and low ranges in the distribution
of Community Development funds to each target area.
l'he basic factor is population with emphasis on income level, overcrowded
and deficient housing, density, land value, and environmental deficiency.

I would like to inform the Commission that we will be setting up a public
hearing on February 27, 1975 at the regular Commission meeting. Also,
a Community Development Workshop with the City Commission r.vill be
held on Tuesday, February 25, 1975 at 2:00 PM in the City Manager's
Conference Room.
Prior to these two meetings, the City lvtana. er will conduct a N. or':shop
with Community Dt'veloprnent representatives from the Task Force in an
effort to explain the City of Miami's Community Development process.
