RESOLUTION NO.__.75-207
A RESOLUTION EXPRESSING THE INTENT OF THE CITY
COMMISSION OF THE CITY OF MIAMI TO PARTICIPATE
WITH THE MIAMI RIVER RESTORATION COMMISSION,
THE MIAMI RIVER INTER -CITY BOARD, INC., AND
THE MIAMI RIVER REGATTA COMMITTEE, INC., AC-
TIVITIES AND GRANTING.PERMISSION AND ASSISTANCE
FOR THE MIAMI RIVER REGATTA COMMITTEE, INC., TO
BEAUTIFY THE BANKS OF THE MIAMI RIVER SYSTEM
INCLUDING REFORESTATION; APPOINTING COMMISSIONER
ROSE GORDON AS THE CITY COMMISSION'S REPRESENTATIVE.
WHEREAS, the surface water in our community is located
within the recharge area of the Biscayne Aquifer; and
WHEREAS, it is necessary to protect our fresh water
supply in the public's interest by joining in these restoration
efforts;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The City Commission of the City of
Miami hereby expresses its intent to participate with the
Miami River Restoration Commission, The Miami River Inter -City
Board, Inc., and the Miami River Regatta Committee, Inc.,
activities and hereby grants permission and assistance for
the Miami River Regatta Committee, Inc., to beautify the banks
of the Miami River System, including reforestation.
Section 2. Commissioner Rose Gordon be and she is
hereby appointed to act as the City Commission's representative
in the project describ(edd in Setion 1 hereof.

This is an invitation for your community to be
represented and cooperate in the effort we are
making to improve the ecology and protect the recharge
area of the Biscayne Aquifer.
The condition of every ditch, canal, lake, tributary
and waterway located within the Miami River -Canal
Systems Geographical Area is a matter of vital concern
to your community as it is to ours.
The amount of cooperation we can expect from various
City, County, State and Federal Agencies, to improve
the quality of the Miami River -Canal System so as to
be an asset instead of a liability to our limited water
supply (the Biscayne Aquifer) and our way of life,
depends upon the pride, desire and interest manifested
and the ensuing action taken by those living in this
immediate area.
The Mayors, Councilmen and Officials of the five com-
munities bordering on the Upper Miami River realizing
this, joined together to encourage every resident to
show their interest.and concern.
The formation of the Miami River Inter -City Board, Inc.,
the establishing of the Miami River Regatta Committee,
Inc., the locating of the F.I.U. Potamological Laboratory
locally, the formation of the State funded Environmental
Quality Control Courses in this area, the study by the
Army Engineer Corps of the Upper Miami River, the Upper
Miami River Restoration Project, the Inaugural Annual
Miami River Regatta and the Miami River System Refor-
estation Plan constitute the action already started.

in order to accomplish the results and reach the
goal we are seeking we are submitting copies of two
resolutions passed and adopted by the City of Hialeah.
(Similar ones have already been passed and adopted
by the other four communities mentioned.) They are
both self explanatory; however, the wording in your
resolutions could include the intent of Cooperation
and participation in the Reforestation efforts and
on the Annual Miami River Regatta which have already
been passed and adopted by these mentioned five
communities.
We urge that you pass and adopt similar ones for your
community. This suggestion carries the recommendation
of Mr. N. M. Leischen, Coord./Dir. of the Miami River
Restoration Commission and Adm. Assistant to Florida
Secretary of State who is Permanent Chairman of the
M.R.R.C.; and of U.S. Senator -Elect Richard 8. Stone,
U.S. Rep. Claude Pepper, Florida Sen. Robert Graham,
Jr., Florida Rep. William H. Lockward. The first
resolution will show interest and intent and the
second should help in the overall effort to keep the
ball rolling in the right direction.
