RESOLUTION NO. 75-163
A RESOLUTION GRANTING PERMISSION TO FILL
SUBMERGED LAND LYING EASTERLY OF LOT 1, J.
AUSTIN HALL (4-69) AND LOT 2, Jn AUSTIN
HALL (248) TO BULKHEAD LINE, LOCATED AT
185 SE. 8TH STREET, FILL TO CONSIST OF UPLAND
DRY FILL DEPOSITED BY TRUCKS; PROPERTY ZONED
R=C-1 (RESIDENCE OFFICE); SUBJECT TO APPROVAL
BY ALL OTHER CONCERNED GOVERNMENTAL AGENCIES.
WHEREAS, the Miami Zoning Board at its meeting of
February 3, 1975, Item No. 3, following an advertised hearing,
adopted Resolution No. ZB 15-75 by a 7 to 0 vote recommending
request as hereinafter set forth; and
WHEREAS, the City Commission deems it advisable
in the hest interest of the general welfare of the City of Miami
and its inhabitants to grant permission to fill submerged land
as requested;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The request to fill submerged land
lying easterly of Lot 1, J. AUSTIN HALL (4-69) and Lot 2, J.
AUSTIN HALL (2-48) to bulkhead line, located at 185 S.E. 8th
Street, fill to consist of upland dry fill deposited by trucks,
property zoned R-C-1 (Residence Office), subject to approval
by all other concerned governmental agencies, be and the same
is hereby granted.
PASSED AND ADOPTED this 27 day of FEBRUARY , 1975.

Gentlemen:
The Miami Zoning Board, at its meeting of February 3, 1975, Item #3,
following an advertised Hearing, adopted Resolution No. ZB 15-75 by
a 7 to 0 vote Recommending request for Land Fill of submerged land
lying easterly of Lot 1, J. AUSTIN HALL (4-69) and Lot 2, J. AUSTIN
HALL (2-48), located at 185 S. E. 8th Street, to bulkhead line, Fill
to consist of upland dry fill deposited by trucks; property zoned
R-C-1 (Residence Office).
No objections were received in the mail.
A RESOLUTION to provide for this Land Fill has been prepared by the
City Attorney's office and submitted for consideration of the City
Commission.

for fill, this evening, and tonether with an endorseriont from the
State o': Florida Department of ;Jatienal Resources, wo find there to
1,e no adverse impact, with regard to using upland fill on thi.:, oronerty.
The map to my left, is somewhat off the bulkhead lino, it does
run out to the Harbor Line, which is nit shown here, this would even
up the mark and run the bulkhead up to the . . . a;ljacent to the
Burlingame Island Bridge.
Mr. Dean: Mr. Campbell?
Mr. Campbell: Thank you, dr. Chairman. The Departnu nt of
Public Works concurs with the recommendation, and that we have no
objection to the extension of the bulkhead, northerly, from the
bridge. And the fill-in from upland sources.
We would like to bring to the Board's attention, that recently
there was a report made by various - by a joint committer_ on the -
relet 3 to !-he Conceptual Transportation Plans for Downtown 'ti am.i ,
which study area includes this portion of the mainland here.
As a part of that, there are the City's recommendation, .and thf,
joint committee's recommendation •- it was brought out that there should
be an additional c:. ossinq of the Miami River, and to Claughton I ;laps'.,
which doesn't show on the man, here.
In addition to this, the.t, the traffic pattern would cmlo clown
and come across the bridge, which is now existing between S. I:. nth
Street, and Claughton island, with a notential projection through the
extension of 7th Street, to the I3ay, and over to the Island.
An alternative to this would be, a . . . use of the existing
bridge to Claughton Island with a mainland connection between S.. E. '3th
Street, and the extended 7th Street, there, so that right now, this ha::
not been resolved, a policy decision has not been made on this, and
I understand that the City Commission, or the City Administration,
is now in the process of evaluating this, and will have recnnmtend<atione
for this.
I just offer this for your information in the deliberation.

We represent the applicant, and do seek to obtain a Permit to
bulkhead and fill the area you see on the man in yellow, it's a very
small piece, it's only a hundred and fifty feet in length, at its
longest part. It runs with the Bay, and it's about seventy and a half
feet' wide , it contains only two -tenths of an acre. It is hu lkhc'aded all
of the way to the north, and south of the bridge is bulkheaded. It's

flathing hoW, but an eyesore. And, it may be of some interest to
ktiow, that even in its subtnergrd state, it's been appraiser? at

dollars. Which, I think, not only From the viewpoint of putting somr'
ting on the ta)t rolls, but of clearing up an unsightly area, there,
the petition should be granted.
