An Ordinance Amending
Appropriations Ordinance No. 8316
Tlie City of Miami, Department of Parks and Recreation, programs
for the handicapped, have been expanding at a rapid but cautious
rate, We look for quality - not quantity of programs. Our desire
is to make these programs as self-sufficient as possible so that
they may expand with more and better programs.
Our first program for the handicapped started almost two years ago.
It was a Saturday afternoon program for handicapped adults. We
handled 15 clients in a therapeutic recreation program. We now
have thirty programs handling approximately 425 clients every week.
Our programs are conducted six clays a week in the afternoons,
evenings, and some morning programs. We also have three, 8
week summer day camps.
Ou.er programs deal with the total gamut of special. education. We
are involved \•,ith the blind, deaf, physically and mentally handicapped,
neurologically impaired, emotionally disturbed, etc. We either
sponsor our programs solely, or co-sponsor them with different
agencies, such as the Miami -Dade Community College, community
schools, Veterans Hospital, local cerebral palsy center, and many
others.
In addition to our regularly scheduled programs, we have many
special events, such as dances, trips, picnics, flag -tag football
games, etc:. Our main goal in all of our programs is to best serve
in a positive way -. all of the clients enrolled. For example, we
develop programs to help clients make the transition from institutions
to community residential facilities. We meet the individual's needs
as well as the group's needs.

The Department of Parks and Recreation strongly recommends the
