(ONE FAMILY) AND C-2 (COMMUNITY COMMERCIAL)
TO R=2 (Two FAMILY), AND 8Y MAKING THE NECESSARY
CHANGES IN THE ZONING DISTRICT MAP, MADE A
PART OF THE SAID ORDINANCE No. 6871, HY REFERENCE
AND DESCRIPTION IN ARTICLE III, SECTION 2 THERE-
OF; 8Y REPEALING ALL ORDINANCES, CODE SECTIONS,
OR PARTS THEREOF IN CONFLICT; AND CONTAINING A
SEVERABILITY PROVISION.
WHEREAS, the City of Miami Zoning Board at its
meeting of December 2, 1974, Item #8(b), following an advertised

hearing, adopted Resolution No. ZB 196-74 by a 7 to 0 vote
16 recommending change of zoning classification as hereinafter
17 set forth; and
18 WHEREAS, the City Commission deems it advisable in
19 the best interest of the general welfare of the City of Miami

and its inhabitants to grant a change in zoning classification
as hereinafter set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA;
Section 1. That Ordinance No. 6871, the
Comprehensive Zoning Ordinance for the City of Miami be, and
the same is hereby amended by changing the zoning classification
of a portion of Tentative Plat #916 - "PERCIVAL GARDENS",
located at approximately 3240 S.W. 37th Avenue from R-1
(One Family) and C-2 (Community Commercial) to R-2 (Two Family),
and by making the necessary changes in the zoning district
map made a part of Ordinance No, 6871 by reference
description in Article III, Section 2 thereof,
and

without such unconstitutional, invalid,or inoperative part
therein, and the remainder, of: this ordinance, after the
exclusion of such part or parts shall be deemedandheld to be
valid as if such parts had not been included therein.

Government Center which is the subject of a PST) application
for proposed housing for the elderly. The elderly housin'1
site is 143,975 square feet in area (3.42 acres) and i:;
located between 1)oucilas Road and Mundy Street from nay
Avenue to South Dixie_ Highway. other land uses within
proximity consist of apartment buildings r,,ant on Douglas
Road and single family and two family units on Percival
Avenue. Neighborhood Development Program (?JI)P) plans
allocate land west of Brooker Street for a neighborhood
park. Five (5) existing residences on Day Avenue are to
remain.
Based on the location t nd supporting HUD properties and
programs within the neighborhood and the suitability of
the Coconut Grove area for new housing development, the
sue -minimum PAD site is recommended.
D. Conformity with Applicable Zoning Regulations.
T e applicant s project is being submitted for a change
in zoning classification from R-1 (One Family) , R-2 (Two
Family) , and C-2 (Community Commercial) to PAD R-2 (Planned
.Area .development, Two Family Dwelling) . The proposed use,
.?etisi ty, yard areas, height, minimum floor area, parting
and usa:Hle open space of the prnject will conform to the
1;-2 zoning district. The project is for development of
21 single-family attached structures. The Department
therefore recommends a change of zoning on the subject
property to allow this residential development at the
requested density.

1974, evaluated plans submitted for planned area development by
the Dade County Department of (lousing and Urban Development,
identified as Fla. 5-57 Edison Plaza, Fla, 5-58 Elderly, and

ties that surrounded the proposed development of this site, the :ltafF
again worked with the Department of Housing and Urban *)evolopment,
in order to accomplish what we felt to be a pro-jer.t which would pro-
mote greater living and amenities as well as more efficient land use on
the site.
In conjunction with our memorandum of October 31st, which t
will not read throughout, we point out here, that again, this project
subjests itself to the demonstration of a low density, low income hous-
ing need in the area. The project has been reviewed, and approved by
the Coconut Grove NDP. The project has been screened, and incorporated
into the basic principles and tenets of the Coconut trove 'taster Plan.
That it does conform with the applicable zoning rec:ulations
for the quarter of the community in which it is located. And that it
will be suitable for the kinds of development suggested hers., this
evening.
Likewise, the project has been screened by the Department of
Housing - excuse me, by the Urban Development Review Board, of the
City of Miami, and they have granted their approval of the project,
%;ith the reservation that the approval be subject to a Ci_ncll landscat,F'
plan, which should be reviewed, prior to the project's construction.
