CODE SECTIONS OR PARTS THEREOF, INCONF'LICT''
INSOFAR AS THEY ARE IN CONFLICT; CONTAINING A'
SEV'ERABILITY' PROVISION; 1'ROVIbING AN EFFECTIVE
DATE.
WHEREAS, the City.Commission passed and adopted
Resolution No. 74-380 on May 9. 1974, authorizing the city
Manager to negotiate a contract with the firm of Bolt, Beranek
and Newman, Inc,, for the design of an "on -field" sound .system
to'eliminate the echo problem involved in "on -field" broad-
casts at the Orange Bowl Stadium; and`
VHEREAS by letter of May'29; 1974, from Bolt, Beranek
-and Newman,.Inc. certain termsand conditions for preliminary
consulting services were, presented tothe City and, approved
and accepted by the City Manager; and
WHEREAS, the cost of the aforesaid consulting has
been billed .at $1010.00 and funds are available for appropria-
tion from the Orange Bowl Fund Balance;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The appropriation Ordinance No. 8316
adopted October 10; 1974 be, and the same is hereby, amended
:to provide for'the additional appropriation from the Orange
Bowl Fund Balance, of $1010.00 to cover the cost of consultant
work on. the design of an "on -field" sound'system-to eliminate
the echo problem existing in "on -field" broadcasts at the
Orange Bowl Stadium,
Section 2. A11 ordinances, code sections or parts
thereof in conflict herewith, insofar aS they ate in conflict,
ate hereby repealed.
Section 3. If any section, sentence, clause, phrase,
or word of this ordinance is for any reason held.or declared
to be unconstitutional, inoperative or void, such holding or
invalidity shall not affect the remaining portions of this
ordinance; and it shall be construed to have been the intent
of the Commission of the City of Miami to pass this ordinance
without such unconstitutional, invalid, or inoperative part
therein; and the remainder of this ordinance, after the
exclusion of such part or parts, shall, be deemed and held to
be valid as if such parts had not been included therein.
Section 4. The provisions of this ordinance shall
become effective on MARCH 14, 1975 , 1974.

On May 9, 1974, the City Commission passed and adopted Resolution No,
74-380 authorizing the City Manager to negotiate a contract with the
firm of Bolt Beranek and Newman, Inc. for the design of an "on -field
sound system" to eliminate the echo problem involved in "on -field"
broadcasts at the Orange Bowl.
On May 29, 1974, certain terms and conditions for preliminary consult-
ing services were presented to the City by Bolt Beranek and Newman, Inc.,
and were approved and accepted by the City Manager.
Subsequently, two bills have been submitted to the City by Bolt Beranek
and Newman, Inc. for preliminary work in connection with this project.
The first was in the amount of $932,50 for acoustical studies, analysis
and recommendations; and the second was in the amount of $74.66 for
their review Of the feasibility of a wireless microphone/wireless
loudspeaker proposal suggested for their consideration by the City
Department of Communications.
Funds are available, and it is now in order to transfer funds from the
Orange Bowl Fund Balance to pay Bolt Beranek and Newman, Inc. for the
aforementioned services.
The Department of Public Facilities recommends
attached Ordinance transferring funds from the
