WHEREAS, on January 24, 1974, the City Commission
adopted Ordinance No. 8227, which established a Cultural
Arts Advisory Committee to
serve the City Administration for.
period of one (1) year to guide
art for government buildings; and
WHEREAS, it became apparent during the course of the
meetings that a term of one (1) year was insufficient if the

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section"1. Section 5 of Ordinance No. 8227, re-
lating to Art in Public Buildings be, and is hereby, amended
,as follows: ' 1/
A Cultural Arts Advisory Committee is hereby
established. The Committee shall consist of
five members each of whom shall be a civic minded
citizen with background and experience in.the
field of. Cultural Arts. Each"Commissioner and
-the Mayor shall appoint one member to the Committee.
The Committee Members shall serve without compensa-
.tion for a term of efie two' calendar years com-
mencing:with January 1st of odd numbered years and
terminating on December 31st'of even numbered years.,
The committee shall meet at the direction of the
'City Manager,:at a time and place designated by
the Manager and shall act in an advisory capacity,.
Section 2r It is the ihtentioh of the CoMiniSsiOh
of the City of MiaMi,.and,it is hereby.ordained that.the
provisions of thisordihance may be renumbered or re1ettered
to accomplish such intentions; and that the word."ordinance",
May be changed to "section," "article," or other appropriate
word.
Section 3. If any section, subsection, clause or
provision of this ordinance is held invalid, the remainder of
this ordinance shall not be affected by such invalidity.
Section 4. The provisions of this ordinance shall
become effective on •M .U1 14, 1975 , 1975.

The time has come for the reappointment: of the members
to the Cultural. Arta AdVisory CCmn.ttee.
Since the ft ctionu of this committee were without
o recide It ia. Miami,r spent a good deal of that is
investigation. and. preparation. t contacted various
cities that had a aimiliar ordinance to nee the ways
in which they tackled the task. r also contacted
museums and galleries to line up the agents for the
top artistes in the world to be ready to move forward:
at the given time.
We had a good committee and worked hard and carefully
to make the most effective recommendations • for our
first assignment, the new Police Headquarters. We hope
our recommendations meet with your approval.
Unfortunately, a few of the members will have to be
replaced. Griffin Smith cannot continue to serge
because her editor, Larry Jisks, considers her mem-
bership on the committee. constitutes a conflict of
interest. Alfredo Alcover cannot attend meetings
and it would be advisable to replace hizma
I would urge the city Commissioners to weigh very
carefully the qualifications of their appointments.
The members of the Cultural Arts Advisory Committee
must have a thorough. background im the arta and must
be ;Tilling to attend all meetings.. r would also like
to suggest that the committee should be appointed for
a period of three years as it taken that much tine just
to see a project through from planning to completion.
I would like to suggest the following people for your
consideratioa to serve on the committee as replacements:

In January, 1974, the City Commission adopted Ordinance No. 8227
which provided that 11r% of the total appropriation for the con-
struction of a public building, except as waived, would be used
for the acquisition of works of art for said building. To guide
the City Administration in the selection of the works of art,
the Ordinance also established a Cultural Arts Advisory Committee
to act in an advisory capacity to the City Manager. The Ordinance
also provided that this committee would serve without compensation
for a term of office of one calendar year.
The 1974 Cultural Arts Advisory Committee was duly appointed and
commenced serving. Humorous rnr'.etir;sof the committee were called
to discuss the art requ:irements for the new police department
facility. Because of the ratke-up of the 1974.committee, it was
very difficult to sot a meeting tirn:. convenient to all members
and as a result, no meeting of a full committee was ever held.
It also became apparent, during; the process, that a term of one
year duration eras insufficient if the conlrlittee's work was to be
meaningful.
After experiencing committee activitic for the 1974.term, the
ry suggested that t' establishing the
�hd7 rperson has sup,•.,_ ., ��,1 the Ordinance
Committee be amended to provide for a term of two years instead
of one. The City Administr:.ltion concurs in this suggestion and
reco:amends that the attached Ordinance amending Ordinance No. 8227
be Adopted.
