A RESOLUTION APPROVING IN PRINCIPLE A
LEASE BETWEEN THE CITY OF MIAMI AND THE
STATE OF FLORIDA, DEPARTMENT OF TRANS
PORTATION FOR THE AREA UNDERNEATH THE
NORTH -SOUTH EXPRESSWAY BETWEEN S.W. 7TH
AND S.W. 8TH STREETS AND S.W. 15 ROAD
AND S.W. 3RD AVENUE FOR THE DEVELOPMENT
OF MINI- PARKS; AUTHORIZING AND DIRECTING
THE CITY MANAGER TO ENTER INTO A LEASE
AGREEMENT WITH THE STATE OF FLORIDA,
DEPARTMENT OF TRANSPORTATION, FORWARDING
SAID AGREEMENT AND OTHER NECESSARY DOCU-
MENTS TO THE STATE OF FLORIDA, DEPARTMENT
OF TRANSPORTATION.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. A Lease between THE CITY OF MIAMI and
THE STATE OF FLORIDA, DEPARTMENT OF TRANSPORTATION for the
area underneath the North -South Expressway between S.W. 7th
and S.W. 8th Streets and S.W. 15 Road and S.W. 3rd Avenue
for the development of Mini-Parks.be, and is hereby,

approved in principle.
Section 2.
ITEM
The City Manager is hereby authorized
and directed to enter into a Lease Agreement with the State
of Florida, Department of Transportation, forwarding said
Agreement and other necessary documents to the State of
Florida, Department of Transportation.

Under -Expressway Mini Park
Facilities
Pursuant to the City Commission request, a Park Use Study of Under -Expressway
sites in the southeast portion of the City was conducted, and it is recommended
that the City proceed with an application for lease of two Under -Expressway sites
from the State of Florida Department of Transportation for Mini Park develop-
ment: 5. W. 3 Avenue and S. W. 15 Road and the north side of S. NV. 8 Street
between S. W. 3 and 4 Avenues.
Of critical importance to the success of these projects is their design, funding
and proper maintenance. Development costs for both sites range from $70, 000 -
$120, 000 depending on facilities. Minimum development considered includes
landscaping, hard surface assembly areas, lighting, walkways and park furniture.
Anticipated operating and maintenance costs are estimated to be approximately
$10, 000 annually. Funds for the development of these mini parks are not in-
rluded in the Parks for People Bond Program and other sources of funding must
lie secured. Following is a description of the proposed mini parks.

This; acre site is located at the eastern entrance to S. «•. 3 Avenue (Coral Way
extended) and the Roads section. The establishment of a well defined landscaped
space for passive recreation purposes will aid to serve arca residents' needs,
stimulate business innprovements and create a more pleasinci ntr • at rninixnu`m

Located at the entrance to the Latin Community, this 1.5 acre JQ1LLQAVan
opportunity to establish an urban park that will serve area residents, visually
beautify and upgrade 8t.h Street and link together compatible uses. This site lies
three blocks south of the proposed Latin Community Riverfront Park and is adja-
cent to lands controlled by the Board of Public Instruction for use as an Under-
l:.a_>rc:ssti ,.ay School.
