In the daily performance of their duties, Police Officers must analyze
and understand human behavior in a variety of stress situations. Then
they must respond effectively, based on a body of technical knowledge.
They are expected to carry out these activities without alienating the
public. All this they must do while their own natural emotions, such as
fear or disgust, are affecting their actions.
Dr. Art Burrichter has designed an eight hour psychology course specifically
for the Miami Police Department. Its objective is to tnal:e our officers more
proficient in the recognition and handling of human problems. Part of this pro-
cess is for the officers to better understand themselves, thereby reducing the
effects of their emotions on their jobs. The proposed resolution ancl contract
with Dr. Burrichter are for the purpose of Sect' ring this type of professional
service.
The course will reach approximately 650 sworn personnel at the Sergeant
and Police Officer level. Some civilian employees, who deal directly with
the public wi 11 be encouraged to attend.
Accordingly, it is recommended that the attached proposed resolution be
adopted authorizing and directing the City Manager to enter into an agree-
ment N,vith Dr. Art Burrichter.
