dated January 16, 1975, it was not clear that the Commission was to
consider one nominee each from lists submitted by specific organizations.
I have taken the liberty of restructuring your memorandum (see enclosure)
in the interests of fully informing the Commission of the Ordinance require-
ments. If this revised memorandum meets with your approval, I suggest
that you forward it to the Commission.

of Mr. Stephen Wayner, Chairman of our Environmental Quality
Action Committee, we recommend that Mrs. Cecilia Allman be
considered for appointment to this Board. Mrs. Allman, who
resides at 505 N. E. 30th Street in the City of Miami, is the
Manager of our Environmental Quality Action Committee. She
has been most active in the projects and "behind the scene"

the program of study for physics majors and the
initial coordination and ordering of equipment for

ACADEMIC EXPERIENCE: RESEARCH
My research has involved low energy nuclear physics, in nuclear
structure problems, and the interaction of nuclei with their environment.
I have extensive experience in the utilization of the Mossbauer effect
for investigations of nuclear properties, such as quadrupole moment
ratios, magnetic moments of excited states, nuclear radius changes,
and excited state lifetimes. I have also made measurements in the
area of crystal fields, such as the direction of easy magnetization
in garnets, and electric field gradients in hafnium and tungsten
compounds.
I have done extensive experimental work involving gamma ray linear
polarization measurements. This work is directed toward determining
the multipolarities, spins, parities and mixing ratios of gamma ray
transitions from polarization and angular distribution measurements.
I have worked with both 3 and 15 MeV Van de Graff accelerators
and am familiar with nearly all experimental techniques associated
with these accelerators. In addition, I have made contributions
in the field of numerical data analysis, such as theoretical calcula-
tions of Mossbauer spectra, numerical approximation of functions
and efficiency calculation of GoLi. polarimeters.
I am presently involved in studies of air particulate matter using
both x-ray induced x-ray emission and proton induced x-ray emission. I
work as part of an experimental group at Florida State University
headed by Dr. J. W. Winchester. As a member of this group I have studied
air particulates in the vicinity of a Los Angeles freeway, near a smelter
in Kellogg, Idaho, and measured the vertical distribution of particulate
matter in St. Louis. Currently, my efforts are directed toward determining
the volume state of air particulates by x-ray emission.

I hope you will pardon me for the delay in taking care
of your request. I spent four full days telephoning
organization presidents in connection with the County
"Bottle Bill".I was able to talk to 102 presidents and
asked each one to contact their members and ask them
to go to the polls and vote for the"Bottle Bill" even
if they did not care for any of the candidates. I ALSO
CALLED A LARGE NUMBER OF MY FRIENDS. A great deal of
other things piled up while I was calling on the "Bot-
tle Bill" and I had to take care of,some of those first.
Naturally I was disappointed that we did not wii,howe
ever we must take great pride in the fact that over
98,000 residents of Dade voted for the resolution.rThete
are people who take a great pride in Dade County and
wanted a bill that had teeth in itc This is the only
way we are going to conquer our litter problem. We know
the entire county spends a great deal of money each year
to remove litter and I am sure the county and cities
would like to have that money for other purposes,
I never thought we would ever have a County Commissioner
who would work as hard as Mr. Harvey Ruvin did to get the
"Bottle Bill"approved. He is an exceptionally fine person
to work with.
We are sure Mr. Gilbert R. Hoffman, whom we have suggested
for your review board, would be a great asset. We need a
great many people in our county like Mr. Hoffman. He thinks
a great deal of Dade County and fully realizes the possibil-
ities it has to become an outstanding place in our good old
U.S.A..,Whenever he starts on anything he keeps at it until
the project is finished. He is also a very nice person to
work with.
We are all very interested in your proposed "Review Board"
and hope it will be very successful.
