A RESOLUTION AUTHORIZING AND DIRECTING THE CITY
MANAGER AND THE CITY CLERK TO ENTER INTO AN
AGREEMENT WITH WALLACE, McHARG, ROBERTS AND TODD,
TO PROVIDE PROFESSIONAL AND TECHNICAL SERVICES
REQUIRED TO PREPARE THE MIAMI COMPREHENSIVE
NEIGHBORHOOD DEVELOPMENT PLAN; AND SETTING THE
TOTAL FEE TO BE PAID FOR SUCH PROFESSIONAL AND
TECHNICAL SERVICES AT $385,000.00.
WHEREAS, on September 26, 1973, the Commission of the City
of Miami, by Ordinance No. 8192, approved the allocation of
Federal Revenue Sharing Funds for the preparation of the Miami
Comprehensive Neighborhood Development Plan; and
WHIEREAS, on September 12, 1974, the Commission of the City
of Miami, by Resolution No. 74-1032, selected the firms of
Wallace, McHarg, Roberts and Todd; Rogers, Taliaferro, Kostritsky
and Lamb; and Barton-Aschman Associates, in the order of preference,
as the three consultants recommended to the City Manager for the
selection of a consultant for the Miami Comprehensive Neighbor-
hood Development Plan; and
WHEREAS, WALLACE, McHARG, ROBERTS AND TODD, placed first in
the above -mentioned order of preference; is a partnership engaged
in the business of providing planning services to municipalities
and others; is qualified to conduct the detailed study and analysis
necessary in preparation of a Miami Comprehensive Neighborhood
Development Plan; and desires to perform the expert services
therein described under the direction of and for the account of f'DOLUMM Lr 1 X

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA;

REMARKS:
Section 1, That the City Manager and the City Clerk are
hereby authorized and directed to enter into an agreement With
WALLACE, McHARG, ROBERTS AND TODD, to provide professional and
technical services required to prepare the Miami Comprehensive
Neighborhood Development Plan,
Section 2, That the total fee to be paid for such profes-
sional and technical services is hereby set at $385,000.00.

As authorized by Resolution 74-634, dated July 25, 1974, the administration is now
preparing a contract between the City and the prime consulting firm_ of Wallace,
Mcllarg, Roberts and Todd of Philadelphia, Pennsylvania for professionalservices
in participating in the preparation of the Miami Cotnprehensive Neighborhood Devel-
opment Plan. This contract will be submitted for approval at the Commission rneetingT —
of January 9. At that time, the administration will request authorization to execute
the contract. Funds for this planning effort were originally authorized by Ordinance
8192, dated September 26, 1973 and subsequently amended by Ordinance 8210 dated
November 21, 1973, from federal revenue -sharing funds:

This planning effort has the following ohiectives:

to replace obsolete planning, documents with a contemporary
comprehensive plan providing meaningful input to the Fannin,
Advisory Board and City Commission.
to lay the groundwork for comprehensive revision of the Zoning
Ordinance.
• to institute a citizen participation process stressing short-range
policies and programs at a neighborhood level so that plans are
attuned to citizens' more immediate needs.
-- to coordinate various governmental plans and programs through
a comprehensive capital improvements program to be updated
annually.

to assure implementation of the plans at public hearings by building
support through the course of the study.
to monitor urban changes so that progress toward the achievement
of planning objectives can be evaluated and re -cycled into the annual
application for Community Development funds.

These consulting services are responsive to the Commissions' direction to maximize
local participation. The prime consultant will open a Miami. office to be partially
staffed by personnel hired locally. The sub consultants are local or. Florida firms.
Additionally the City would provide 2000 man -clays of effort, from regular Department
budgets, in administration and liason; in organizing neighborhood meetings; staffing
neighborhood teams; providing background data and field surveys; preparing special
study memoranda and maintaining a data bank.
Pending authorization to proceed in January 1975, the Consultant would commence
wort: in February 1975 and complete the work, with the assistance of City staff by
August, 1976.
