A RESOLUTION URGING THE METROPOLITAN DADE
COUNTY COMMISSION TO EXPEDITE THE CONSTRUC-
TION OF THOSE STREETS WITHIN THE CITY OF
MIAMI INCLUDED IN THEIR "DECADE OF PROGRESS"
BOND ROAD PROGRAM AND TO REQUEST CERTAIN
ROAD AND BRIDGE PROJECTS IN THE CITY OF
MIAMI AREA, AS LISTED HEREIN, TO BE IN-
CLUDED IN THE 1975-76 STATE DEPARTMENT OF
TRANSPORTATION BUDGET, INCLUDING RECOMMEN-
DATIONS MADE BY THE CITY OF MIAMI FOR
NEEDED ROAD AND BRIDGE PROJECTS FOR THE
FOLLOWING FIVE (5) YEARS AND ALSO REQUEST-
ING DADE COUNTY AND THE STATE DEPARTMENT OF
TRANSPORTATION TO TAKE THE INITIATIVE TO
IMPLEMENT PRELIMINARY ENGINEERING STUDIES
OF THE MUTUALLY RECOMMENDED ROAD AND BRIDGE
IMPROVEMENTS FOR DOWNTOWN MIAMI LISTED IN
THE "DOWNTOWN MIAMI - A CONCEPTUAL TRANS-
PORTATION PLAN" AND DIRECTING THE CITY CLERK
TO FORWARD COPIES OF THIS RESOLUTION TO THE
PROPER METROPOLITAN DADE COUNTY OFFICIALS.
WHEREAS, the State Department of Transportation is
in the process of preparing their 1975-76 budget and in so doing
that Department confers directly with the affected counties in

WHEREAS, Metropolitan Dade County has suggested that
the City of Miami provide the County with a list of road and
bridge improvements needed within the City Limits for the
fiscal year 1975-76 and the following five (5) years; and
WHEREAS, a major portion of the gasoline taxes
collected in Dade County actually comes from within the City
Limits of Miami and it is therefore proper for the City of
Miami to have a voice in requesting specific road projects to
be constructed within the City Limits; and
WHEREAS, the City Commission finds that there are
obvious needs in Miami for major road and bridge improvements
on certain arterial roads which are eligible for expenditure
of funds from State Primary, Secondary and Dade Cot Bond

formulating the proposed budget; and

WHEREAS, there are certain specific roads lying
within the City of Miami which are extensively used to serve
the entire Metropolitan area and, therefore, such roads
would be assigned top priority, inasmuch as they are in dire
need of development or rebuilding; and
WHEREAS, the State Department of Transportation with
the cooperation of Metropolitan Dade County and the City of
Miami in January 1974 recommended a program for future
transportation improvements leading to and within Downtown
Miami which should be implemented and preliminary planning
initiated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The Commission of the City of Miami
urges the Metropolitan Dade County Commission to request the
State Department of Transportation to include the following
items in their 1975-76 State Department of Transportation
Budget. These projects were recommended for inclusion by
the City of Miami last year (1974-75 Budget) but were not
included. As the County is in a better position to determine
their immediate road needs county wide, we have not applied
any priority order to our requests but have listed them in
preferential order of accomplishment within the next six years.
1. West Flag:Ler Street (S.C.L. R/R - West 42 Avenue) .
2. S.W. 27 Avenue (U.S. #1 - S. Bayshore Dr.) .
3. Resurface North 5th Street (N.W. 7 Ave. -Biscayne Blvd.)
4. Bird Road (S,W. 27 Ave. -West City Limits).
5. Rebuild South 8th Street (West City Limits-U.S. #1).
6. North 20 Street (N.W. 3 Avenue N.Bayshore Dr.),
7. S.E. 2 Avenue Bridge Over Miami River.
8. N.W. 7 Street Bridge Over Miami River.
Section 2. The Commission of the City of Miami
recommends that all projects within the City of Miami in the
present 1974-75 State Department of Transportation Budget
(including the following 5 years) not under contract by
July 1, 1975, be reincluded in the 1975-76 State Department
of Transportation Budget and construction expedited including
those projects planned under the Metropolitan Dade County
"Decade of Progress" Bond Program.
These are as follows:
1. North 62 St. (Biscayne Blvd - West City Limits).
2. Biscayne Boulevard (N.E. 7 - 11 Street and
N.E. 13 - 17 Street) .
3. Biscayne Boulevard (N.E. 54 Street -North City Limits).
4. N.W. 14 Street (N.W. 10 Avenue - 1-95) .
5. West Flagler Street (West 22 Ave. - West 42 Ave.).
6. S.W. 22 Avenue (West Flagler Street-U.S. #1) .
7. S.W. 17 Avenue (West Flagler Street-U.S. #1).
8. South 7 Street (U.S. #1-S.W. 27 Ave.) -Part of
one-way pair with South 8 Street.
Note: South 8 Street is included in 1974-75
Budget for drainage only. We are request-
ing complete redevelopment including
drainage.
9. West 57 Avenue (S.W. 8 Street - N.W. 7 Street) .
10. N.W. 7 Street (N.W. 57 Avenue - West City Limits) .
11. N.W. 12 Avenue (Airport Expressway -No. City Limits) .
12. N.W. 17 Avenue (N.W. 64 Street -North City Limits).
13. Grand Avenue (S.W. 37 Avenue - U.S. #1) .
14. S.W. 2 Avenue Bridge over Miami River.
15. S.W. 1 Street Bridge over Miami River.
16. Miami Avenue Bridge over Miami River.
17. Venetian Causeway (U.S. #1 - East City Limits).
18. West Bridge of Rickenbacker Causeway and Approaches.
19. Resurfacing of Existing Arterial Streets as
Programmed by Dade County.
Section 3. The Commission of the City of Miami requests
that Metropolitan Dade County and the State Department of
Transportation expedite the implementation of those mutually

recommended improvements for Downtown Miami listed in the
report "Downtown Miami - A Conceptual Transportation Plan" and
initiate preliminary engineering studies for the following
projects:
1. New Miami River Crossing in the Biscayne Blvd./
Brickell Avenue Corridor.
2. Transportation Improvements within Dupont Plaza
to facilitate Biscayne Blvd./I-95 and Brickell
Avenue/I-95 Traffic movement (Proposes Elevated
Structures),
3. Widen S.E. 2 Street from S.E. 2 Avenue to Miami Ave.
4. Increase capacity of North 1 Street from Biscayne
Boulevard to the Miami River.
5. Realign and improve East 3 Avenue to at least
N.E. 2 Street with possible future extension to
N.E. 5 Street.
6. Widen Biscayne Boulevard from N.E. 6 Street to
N.E. 13 Street.
7. Develop a Port Boulevard - Biscayne Boulevard
separation and tie into a one-way pair street
system with either N.E. 5 and 6 Street or
N.E. 6 and 7 Street as a part of the Port of
Miami Master Plan.
Section 4. The City Clerk be, and is hereby, directed
to forward certified copies of this resolution to the County
Manager, to Dade County Department of Public Works, and to the
Metropolitan Dade County Deputy Clerk for distribution to the
Board of County Commissioners.

for The City of Miami
On January 9, 1975, the City Commission will be asked to pass a Resolution
urging the Metropolitan Dade County Commission to request certain road and
bridge projects in The City of Miami to be included in the 1975-76 State
Department of Transportation Budget, including recommendations for road
and bridge projects for the following five yeart. The Resolution will also
request the County Commission to expedite the construction of those streets
within the City of Miami included in their "Decade for Progress" Bond Road
Program and implement the Road and F3rid e Improvements recommended for
Downtown Miami by the D.O.T. sponsored "Downtown Miami - A Conceptual Trans-
portation Plan".

from the latest issue of the County's Bi-Monthly "Highway Improvement
Projects" report and from supplemental information sources such as Florida
D.O.T. notices, news releases, direct communications, etc.

In January, 1974, the Florida Department of `Yransportation presented
a report, "Downtown Miami: A Conceptual Transportation Plan", which
recommended steps to implement a proL;rarr for future transportation
improvements leading to and within Downtown i`ir..rci. Some of these
recommendations were as follows:
1. New Miami River crossing, in the Biscayne Boulevard/Brickeli
Avenue Corridor.
2. Transportation Improvements within Dupont Plaza to facilitate
Biscayne Boulevard/I-V5 and Brickell Avenue/I-95 traffic
movement (Proposes elevated structures).
3. Widen S.E. 2 Street from S.E. 2 Avenue to Miami Avenue.
4. Increase capacity of 1:o»th 1 Street from Biscayne Boulevard
to the Miami River.
5. Realign and improve East 3rd Avenue to at least N.E. 2 Street
with possible future extension to i.E. 5 Street.
6. Widen Biscayne Boulevard from U.E. 6 Street to N.E. 13 Street.
7. Develop a Port Boulevard - Biscayne Ecule•vard separation and tie
into a one-way pair street system with either N.E. E,. 5 and 6 Street
or 1 i.E. 6 and 7 Street.
The City is requesting that Yetropol:i.tan Dade County and the Florida
State Departr^ent of Transportation tai:e the initiative to expedite the
implementation of these mutually recommended improvements and budget
preliminary engineering funds in the 1975-76 (and the following five
years) D.O.T. Road Program.
