A RESOLUTION ESTA$LISHING THE POLICY
OF THE CITY COMMISSION OF THE CITY OF
MIAMI THAT THE CITY MANAGER HAS
THE AUTHORITY TO CREATE THE POSITIONS
OF ASSISTANT CITY MANAGER FOR COMMUNITY
IMPROVEMENT AND ASSISTANT CITY MANAGER
FOR COMMUNITY DEVELOPMENT.
WHEREAS, there exists a need within the Office of the City Manager
to employ Assistant City Managers to relieve a portion of the administrative
burden placed upon the City Manager; and
WHEREAS, there are sufficient funds within the 1974-75 City Manager's
Budget to fully fund two Assistant City Manager positions; and
WHEREAS, the City Commission encourages the City Manager to
employ an Assistant City Manager for Community Development and an
Assistant City Manager for Community Itnprovemrnt.
NOW, THEREFORE, BE IT RESOLVED BY THE CO:U1M[SSION OF THE
CITY OF MIAMI, FLORIDA:
Section I. That it is the policy of the City Commission that the City
Manager has the authority to create the positions of Assistant City
Manager for Community Improvement and Assistant City Manager for
Community Development.

At the Comunission•rneet:i.ng of. November 21, 1974, I
was, requested by.the City Commission to submit
information on (1) the pr oposedestablishment of
additional Assistant City Manager positions and (2)
to furnish information on the duties, responsibilities
and salaries of the staf€ positions in the Office of
, the City Manager.
I am providing this information in chary form to assist
you i.n visualizing the total organization structure
and to show the continuity of staff and line functions
during this interim period. I am also enclosing copies
of organization tables which were used in the preparation
of this chart.
' The City Manager's staff now functions with one Assis-
tant City Manager and one Deputy City Manager. The
establishment of two additional. Assistant City Manager
positions tho City `..ar_a.ge.r' o staff would thereby
permit the elimination of the Deputy City Manager posi-
tion as now filled, by C. C. INa.ys, to be redesignated
as an Assistant City Manager position. The remaining
Assistant City Manager position will provide for the
appointrnent of an individual to the City's total Commun-
ity Development Program as indicated in the charts
provided.
