Metropolitan Dade County has requested our cooperation in advising them
of the road and bridge projects within our municipality which should be
considered for inclusion in the 19ortationnd Roadefollowing lmprovementSProgram.

The County has suggested that we give our attention to this matter and
indicated that any updating or new proeeectsfnecessity
would largely
be limited to the last year of the 5 y program
In selecting our recommendations for the 1977-78 Department of Transporta-
tion budget, we have not included any new projects in order not to water
down our requests. We have left out one project, NW 17 Avenue from NW
64 Street to the North City limits, because we have learned that construc-
tion is iminent.
Instead we have requested the County to resubmit thoseprojects
d thoseplanned
in the 1976-77 budget (including the following 5 years)
under Dade County "Decade of Progress" Bond Program (but not under con-
struction by July 1, 1977) and to have their construction expedited.
Each year we are requested to recommend to the County, road and bridge
projects to be included in the State D.O.T. budget but a very small per-
centage of our requests are ever included and ultimately constructed.
Last year we only included three projects which we urged the County to
assign the highest rank in the order of accomplishment within
the

This year we will list the same three projects With the addition of a 4th
project which we would like to have accomplished and concentrating our
efforts to this end. We requested the County to give these projects pre-
ferential consideration in as much as they are in dire need of improvement.
The four projects included are:
1. Widen Biscayne Boulevard from NE 6 Street to NE 13 Street
2.
Full development of SW 8 Street including drainage from
West City limits to SW 27 Avenue (included in 1976-77 for
resurfacing only)
West Flagler Street from S.C.L. R/R to west 42 Avenue
4. SW 22 Street (Coral Way) median curb and gutter construction
from SW 37 Avenue to SW 12 Avenue

r`lagler Street is another street in the City of major importance that needs
complete redevelopment, certainly west of 22 Avenue. The Decade of Progress
includes redevelopment of Flagler Street from W. 42 Avenue to W. 22 Avenue
However, emphasis should be placed on redeveloping Flagler Street all the
way to the Seaboard Coast Line R/R Tracks east of 72 Avenue. This area
of Miami has developed with high density residential multi -story units
which generate considerable traffic on Flagler Street. This is a main
east -west arterial leading directly into the downtown area,
The City recently completed construction of curb and gutter, pavement
widening, drainage and landscaping on Coral Way between S.W. 37 Avenue and
S.W. 27 Avenue. The portion between S.W. 27 Avenue and S.W. 22 Avenue is
presently under construction. The City contemplates continuing this con-
struction on both sides of Coral Way easterly to S.W. 12 Avenue. Since all
of Coral Way in the Miami City limits has been designated as a Metropolitan
Arterial Street and the County maintains the median in Coral Way, we are
requesting the installation of curb and gutter around thr median between
S.W. 37 Avenue and S.W. 12 Avenue similar to what has been done at certain
locations in the unincorporated area. It would be desirable for the County
to install median curbs and gutters inconjunction with or at least immedi-
ately following the successive stages of our work.
Dade County is using "Decade of Progress Bond money to rebuild streets in
the County with very little being spent in the City while about 25% of
these bonds will be paid off by taxes collected in the City of Miami.
In April, 1975 the City Commission adopted Resolution #75-360 requesting
installation of curb and gutter around the center parkway on Coral Way
between S.W. 37 Avenue and S.W. 12 Avenue. To date we have been unsuc-
cessful in having Dade County improve any part of Coral Way in the City
limits.
The City is again requesting the County and the D.O.T. to implement those
mutually recommended improvements for Downtown Miami listed in the report
"Downtown Miami - A Conceptual Transportation Plan" which have not been
initiated in the 1976-77 Department of Transportation budget and to accel-
erate the preliminary study and construction of the two projects included
last year. These projects are as follows:

Attached is a map we prepared for your use. We have also prepared a larger
map for presentation to the City of Miami Commission showing our latest
recommendations, our requests for projects which are currently in the State
budget, and those projects planned for in the "Decade of Progress" Bond
Program and "Downtown Miami. - A Conceptual Transportation Plan".
