A MOLUTION ALLOCATING THE AMOUNT OP $3,000 PROM THE ACCOUNT ENTITLED "CAPITAL IMPROVEMENT FUND - UNALLOCATED FUNDS" FOR THE PURCHASE OF MATERIALS FOR CONSTRUCTION OF A RIP -RAP BULKHEAD AT S.W. 5 STREET ON THE SOUTH SIDE OF THE MIAMI RIVER BY CITY FORCES. WHEREAS, there is no bulkhead within a portion Of the right of way abutting the South side of the Miami River At S.W. 5 Street; and WHEREAS, this creates a pocket which traps debris; and WHEREAS, the construction of a Rip -Rap Bulkhead at this location will prevent erosion and eliminate the aforesaid pocket; and WHEREAS, the City has obtained the necessary permis- Sion for this construction; and WHEREAS, City Forces are available for this work and can accomplish this work economically; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF P SIAMI, FLORIDA: Section 1. The amount of $3,000 is hereby allocated from the account entitled "CAPITAL IMPROVEMENT FUND - UNALLOCATED FUNDS" for the purchase of materials to construct a Rip -Rap Bulkhead at S.W. 5 Street on the South side of the Miami River with labor for the said bulkhead to be accomplished by City Forces. Parkes Acting Director Department of Public Works C a PM 4 wo-E: December 1, 1976 SUBJE_T FILE SW 5 Street Bulkhead Project B- 43 94 E!ItLOUPES In July, 1975 the owner of theproperty on the .south side of SW 5 Street at the Miami River requested that the Department of Public Works construct a bulkhead at the end of SW 5 Street and the Miami River in conjunction with bulkhead repair work on private property. The purpose of the bulldic:ad tee i„ cltect the c:.i sting building, bulkhead, roadway and sanitary sewer manhole from erosion and to eliminate a refuse collecting pocket along the shoreline. The Department of Public Works filed applications for a Vertical Concrete Slab Bulkhead with the Axriv Corps of Engineers, the Central and Southern Florida Flood Control District and the State of Florida Department of Environmental Regulations. The Department.: of Environ- mental Regulations denied permission to construct a vertical slab bulkhead but approved and issued a permit for sand and cement bag rip -rap to protect the existing buildings, bulkhead and shoreline. The Army Corps of Engineers also issued a permit for the rip -rap. A Flood Control District permit is not required. Construction of the sand and cement bag rip -rap can be accomplished by the department's Operations Division, however a resolution by the City Commission allocating three thousand dollar.s($3,000.00) is needed for the purchase of materials, The funds for this project could be made available from the Capital Improvement Fund - Unallo- cated Funds. If this meets with your approval, we have prepared the attached resolution for Commission action allocating the neces- sary funds.
