POR A REQUIRED PRELIMINARY ARCHEOLOGICAL AND
HISTORICAL INVESTIGATION AT THE CITY'S
DOWNTOWN CONVENTION CENTER SITE BY THE STATE
DIVISION OF ARCHIVES, HISTORY AND RECORD
MANAGEMENT, WITH FUNDS THEREFOR NOT TO EXCEED
$50,000 ALLOCATED FROM THE PROJECT DEVELOPMENT,
FUND FOR THE DOWNTOWN CONVENTION CENTER SITE.
WHEREAS, state law requires that preliminary
archeological and historical investigations be made at the
Downtown Convention Center site; and
WHEREAS, the aforesaid investigation must be done by
the State Division of Archives, History and Record Management;
WHEREAS, the cost of the aforesaid investigation
have to be paid for by the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. Payment of the cost for a required pre-
liminary archeological and historical investigation at the City's
Downtown Convention Center site by the State Division of Archives
History and Record Management, is hereby approved, with funds
therefor not to exceed $50,000 allocated from the Project
Development Fund for the Downtown Convention Center site.

previous salvage excavations have been conducted on this site with
the sponsorship of the Historical Association of South Florida,
the most recent one being in 1974 under the supervision of State
Archaeologist Ross Morrell. As a result of these salvage excavations,
the total Convention Center site, known as Miami Midden NaI, and
particular the Garden of the hotel Granada, known as (8 Dall) have
been identified as a known archaeological site.
In order to proceed with construction of the Convention Center it
is necessary to obtain clearance from the State Division of Archives,
History, and Records Management. In response to our request, the
State has directed that we conduct a "Preliminary Archaeological and
Historic Investigation" of the total Convention Center site as per
their attached letter of April 12, 1976.
In addition, because the Convention Center building covers 1.5% of
the Granada Garden site (8 Dall) the State has directed that an
archaeological salvage excavation be conducted on that 1860 square
foot area as per their attached letter of December 3, 1976.
In discussion with the State, the preliminary cost estimates for
doing the work have been revised to $50,000. This includes on site
supervision, investigation of the findings, and a written report by
the State Archeologist; core drilling and salvage excavation
contractors,and City furnished site security.
It is recognized that the Archaeological survey and salvage excava-
tion may detect artifacts or remains which would require additional
work to be done on the site. If extensive additional work is
required, the City Commission would be notified before any further
commitment beyond the $50,000 is made.
Attached also is an extract from the Federal Register, Vol 39,
No. 34, February 19, 1974 which defines the criteria and procedures
for the National Register of Historic Places.
Note: The Public Works Employment Act of 1976 allows for this
type of soils investigative work and this item can be added to our
application for reimbursement under the grant.

the Convention Center Site contains a known Archeological Site of
12#400 Sq.Ft. at its Southeast cornet, identified as Granada Site
(8 Dail), Dade County Florida. This area, formerly the garden of
the Granada Hotel is unique in that it has never been disturbed by
construction.
In order to receive clearance from the Florida Dept. of State,
bivision of Archives, History, and Records Management to start the
•Convention Center construction, it will be necessary for the City
to conduct a Preliminary Archeological and Historical Investigation
Of the total Convention Center. site. This consist; of core drilling
the entire site on 50 foot centers with the evaluation of the cores
and a written report to be produced by the State's archeologist.
In addition, on the 1860 Sq.Ft. area where the Convention Center
building is constructed on the completely undisturbed area of the
site identified by the cross hatched area marked "Salvage Area" on
the atta,7:hed sketch, salvage excavation of the area will have to be
done under the supervision of the State's archeologist. The State's
Archeologists are available to supervise this work immediately.
It is estimated that the tote] cost to the City of Miami for the
Preliminary Archeological and historical Investigation and the
Salvage Excavation will not exceed $35,000. Funds are available
for this work in the Convention Center Project Development Budget.
It is recommended that the Commission approve this expenditure and
direct the City Manager to execute an agreement with the State in
order that this work can proceed immediately.

Dear Mr. Connolly:
Thank you very much for the color aerial photograph of
the Granada site area. Pursuant to your letter of 3 February
1976 we have prepared a proposal for a preliminary archaeological•
field investigation of the proposed convention center project
area which encompasses the Granada site.
Because the known archaeological site BDall will be impacted
by the construction of the proposed City of Miami Convention
Center, some archaeological salvage excavations may be needed
to save significant historic information. However, before
proposing full scale salvage it seems important to determine what
parts of the site are so disturbed that they do not warrant
either salvage or preservation, what portions contain intact
archaeological components and should be salvaged, as well as
what portions of the site should be preserved.
Therefore, we are proposing a program of preliminary test
excavations that will identify previously disturbed areas where
archaeological materials are already damaged or removed from
their original context as a conscqurnce of urban action.
Although no useful cultural resources are contained in these
areas, tests are needed to define ther.
Test excavations are also needed to identify intact portion
of the site that do contain sii.nificant historical information.
These areas will need to be identified in terms of their spatial
relationship to the proposed proiect so that areas scheduled for
direct impact and in need of mitigation can be distinguished
from areas suitable for preservation, i.e., areas that are
historically il'portant that can be greenbelted within the
general project zone.

A PROPOSAL FOR PRRL1MINARY ARCHAEOLOGICAL AND HISTORICAL IN1 STt.
GATiONS AT THE GRANADA SITE C8Da11), DADE COUNTY, FLORIDA.
The Florida Department of State, Division of Archives, History
and Records Management will perform a preliminary archaeological
and historical investigation of the Granada Site (8Da11), located
on the grounds of the proposed City of Miami Convention Center
in Section 37, Township 54 South, Range 42 East, Dade County,
Ft �j
Florida.
The proposed preliminary investigations will seek to:
(1) assess the amount of modern disturbance to 8Da11; (2) delimit
those areas of the site that are so disturbed that they do not
warrant future preservation or excavation; (3) delimit those areas
of the archaeological site which should be preserved because they
are largely undisturbed and will not interfere with construction
plans or be disturbed by construction and related activities;
and (4) define areas requiring salvage excavations and make
recommendations concerning specific archaeological salvage activities'
at 8Dai1.
The proposed study will involve three phases: standard
archaeological test excavations in the proposed convention center
area; core samples of the area presently under asphalt, concrete,
or other paving; and interviews with local interested persons
familiar with the contents and history of the site.

tenter. This investigation will constitute only a preliminary
assessment of 8Da11 in preparation for final avoidance or miti=
gation of impact to the site.
A final written report of the findings will be provided to
the Office of the City Manager, Miami, Florida, no later than
11 weeks after initiation of the field portion of the proposed
work. This final report will contain a description of field
work during the preliminary investigation phase, a summary of
the data obtained during preliminary investigation activities,
a summary of information about the site obtained through inter-
viewsof knowledgeable local persons, a statement of the overall
historical significance of the site, including an assessment of
the extent of disturbance, and will include specific recommenda-
tions for subsequent preservation or salvage of various portions
of the site.
Project plans for the proposed City of Miami Convention
Center as well as aerial photographs and a detailed plan map of
the proposed Convention Center area will be provided by the
City of Miami.. Equipment, skilled personnel, and labor needed
to obtain core samples from paved over areas will also be
provided by the City. These cores will he 2 inches in diameter
and will be taken at the time of the field investigation so as
to be available for inspection by ��he �� ject archaeologist,

collected will be available on extended loan basis for display
purposes by the City of Miami upon demonstration by the City

that will protect them from theft, defacement, or other damage,
