Oh December 1 I met with Nora Swan and James W. MacLeish, National
Contract Officer for the Freedom Train Foundation, to discuss the
Freedom Train being in Miami between Christmas and New Years.
Subsequent to our meeting, Mr. MacLeish delivered to my office a
letter reciting some facts about the Freedom Train and requesting
participation by the City with the Freedom Train Foundation as
spelled out in a formal agreement. The approach that I have taken
with Mr. MacLeish is to cooperate in every way possible without
obligating the City to any direct expense. Items that were dis-
cussed are as follows:
1. An office and phone were made available to Mr. MacLeish
and his staff in the Department of Publicity and Tourism.
All the downtown hotels were contacted and he was furnished
information that the Patricia Hotel would provide the
necessary rooms for $15 per double and $10 per single.
He was told that the City would not underwrite any of the,
costs of the hotel accommodations.
Provisions have been made for parking for those attending'
the Freedom Train at the Miami Baseball Stadium. Approxi-
mately 600 spaces arc available, including wire fencing,
and there are no conflicts during the dates that the train
would be here.
.Police control of traffic will be provided as a normal
police function.
The Metro Transit Authority was contacted to see if the
shuttle bus which now runs between the County Justice
Building and the Courthouse could be routed by the Freedom
Train site. Discussions with ?:r. Gerlach of the Transit
Authority led me to believe that the Transit Authority
might, even put on special buses. ;'.

apartment of Sanitation and serviced daily.
There is a need for portable toilets. Several different
firms were contacted and prices range from $300 to $600
for providing 10 toilets, serviced daily for the entire
event. Mr. MacLeish will be given this information.
Mr. MacLeish requested the City to provide police protection
in the number of 8 uniformed, armed officers for the entire
12 hours daily that the train would be open. In discussing
this with Chief Watkins, this would cost in the vicinity of
$11,000. The Police Chief would be willing, however, to
provide 1 Officer and 2 Police Aides under the control of
the Police Department for use at the Freedom Train. This
would considerably reduce the cost to the Freedom Train
Foundation.
tt was Mr. MacLeish's hope that the City would provide all of the
items mentioned above at their expense. In turn, the Freedom Train
Foundation would turn over to the City about 10% of the receipts.
This would amount to about $2,000 a day, obviously not enough to
cover the expenses. Mr. MacLeish was asked whether the Freedom
Train would be in Miami from December 26 through December 31 whether
the City participated or not. His answer to this question was yes.
It is my suggestion that we cooperate as stated above, but not enter
into a contract which would obligate the City for direct financial
participation.

Transportation (12-20 people) - approx. 6 tr_ps per day between 7AM
and 12 Midnight.
6. Security - 0n the Train 8AM - 10PM (while open) - 8 uniformed, armed
officers and 5 unarmed volunteers; any traffic and crowd control
as needed.
7. Tickets AFTF will print 16,500 for each full day and 13,200 for Dec.31
