Pettoelitr `» Assistant City Mahagor • OATE bEC 8 197g PILE• Commission i s Interest ih Water t3orne Transportation Systems Oh November 2, 1976, the Dade County Commission was presented with a draft request for proposal which is scheduled to be issued in early January, to undertake a study of the feasibility of various water borne transportation systems along Biscayne Bay in Dade County. The County is looking for two major products from this study: 1. A feasibility study of water borne public transportation:: - systems owned and operated by Dade County; and 2, A feasibility study of a water borne public transpor- tation system owned and operated under a franchise or a contract with Dade County by a private organization. The study is to examine market potential and attitudes, various' Modal splits, sites for docking and harking, cost of operation, and subsidy requirements, start-up costs, legal requirements, and environmental analysis. In conversations with Dr. Woodrow Moore of the Office of Transportation Administration, he indicated that the tentative time schedule would produce a report around August of 1977. He further indicated that it is anticipated that the scope of the study would include some of the specific areas of concern that the City has, i.e. water borne circulation between Dinner Key, Watson Island, downtown Miami, etc. Dr. Moore further indicated that the City's role in this effort would be limited to review of thu product, since in his words, Dade County Charter places the responsibility for transit and transportation planning within the County. It is my recommendation that we formulate a specific list of the questions that we would like addressed by the City in order to tie this effort to some of the projects in which the City is involved and submit this list to Dr. Dyer with a request that we establish liaison through our Planning Department and Dr.Moore's office. cc; C, L, Crompton
