ORDINANCE FOR tISCAL YEAR1976-l1 TO
INCREASE REVENUES IN THE AMOUNT of $42,420
AND TO INCREASEERPENDITURES IN THE AMOUNT
OF $42,420 FOR THE PURPOSE OF CONDUCTING FAMILY
CRISIS INTERVENTION COURSES BY THE MIAMI
POLICE DEPARTMENT, A CERTIFIED STATE TRAIN-
ING CENTER, TO PROVIDE STREET POLICE o rICER$
WITH PRACTICAL SKILLS IN MEDIATING FAMILY
CRISES: AUTHORIZING THE CITY MANAGER TO
IMPLEMENT THIS PROGRAM AND To RECEIVE REIM
BURSEMENT FOR THE bITUR OF CITY MONIES.
FROM THE FLORIDA LAW ENFORCEMENT TRAINING
TRUST FUND: REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES. IN CONFLICT HEREWITH AND
CONTAINING A SEVERABILITY PROVISION
WHEREAS, the Miami Police Department ("MPD") has
been awarded $42',420 from.the State of Florida Law Enforce-
ment Training. Trust; Fund to conduct Family Crisis Interven
tion courses for policeofficers in Region 14, which is made
up of all State law enforcement agencies and certified train-
ing centers in. Dade and Monroe Counties; and
WHEREAS, the purpose of the courses is to provide street
police officers with practical skills in safely and effectively
mediating family.crises; and
WHEREAS, the award was based on a proposal submitted
by the MPD to the. Police Standards and Training Commission, Divi-
sion of Standards and Training on October 1, 1976, viathe
Region 14"Training Council; and
WHEREAS, the Family Crisis Intervention course will"
be conducted in the MPD, a certified State training center,
beginning March 7, 1977 with a total, of 21 police officers and
sergeants in Dade and Monroe Counties attending forty (40), hour
Sessions through August 19, 1977:
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA.
Section 1. Ordinance I4o. 8589, as amended, the
annual appropriation ordinance for fiscal year 1976-77,
is hereby further amended by appropriating $42,426 fat
additional expenditures and by adding $421426 in additional
revenges for the purpose of conducting Family Crisis intern
ventioh courses by the Miami police Departtrieht, a certified
State training center► to provide street police officers With
practical skills in mediating family crises.
Section 2. The City Manager is hereby authorized
to implement this training program and to receive reimbursement
for the expenditure of City monies from the Florida Law Enforce-
ment Training Trust Fund.
Section 3. If any section, part of section,
paragraph, d of this ordinance is declared
clause, phrase, or word
invalid, the remaining provisions of the ordinances shall not
be affected.
Section 4. All, ordinances or parts of ordinances
insofar as they are inconsistent or in conflict with the pro-
visions of this ordinance are hereby repealed.
Section 5., This ordinance is hereby declared,, to be
an emergency measure on the ground of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami.
Section 6. The requirement of reading this ordinance
on two separate days is hereby dispensed with by a four -fifths
vote of the members of the Commission.

It is requested that a resolution and appropriations ordinance
amendment be presented at the Commission meeting of December 15,
1976 in order to utilize monies already received by this Depart-
ment from the Florida Law Enforcement Training Trust fund for
family crisis intervention training of Dade and Monroe County
law enforcement officers.
It was originally planned that an agency other than the City of
Miami Police Department would receive and disburse the money.
Shortly before transmittal, however, it was determined that the
City of IMiiami should perform that function, thus the delay in
seeking the resolution and amendment.
It will be necessary, in order to meet the state requirements,
to begin expending these funds in the beginning of January.
Because of the short notice, I have taken the liberty of
preparing a brief summary of the program for your presentation
to the Commission and after review, if you approve, it should
be ready for forwarding to the Law Department for preparation
of the necessary documents.

funds to Training Region:) throughout: the State is provided under Florida
Mate Statute 943.25, referred to as ''First Dollar Money." No local
thatching funds are required.
The award was based on a proposal submitted by the Police Department to
the Police Standards and Training Commission, Division of Standards and
Training on October 1, 1976, via the Region 14 Training Council.
The Family Crisis Intervention course will be conducted in the Miami Police
Department, a certified State training center, beginning March 7, 1977.
There will be a total of twenty- one (?1) forty (40) hour sessions for police
officers and :sergeants in Dade and Monroe Counties through August 19, 1977.
The purpose of the courses is to provide street police officers with practical`
skills in safely and effectively mediating family crisis.
The State monies will be used for instructors' salaries, travel expenses,
video equipment:, and office supplies.
It is noted that the City of Miami has already advanced $372. 00 in the form
of two Eastern Airline Flite Checks for round trip transportation for two (2)
Miami Police Department Training Officers to the F. B.I. National Agency.
The officers spent two days conferring with agents of the Behavioral Sciences
Unit about fortrkulztin`; a crisis intervention course for police officers. The
$372. 00 is to be reimbursed to the City from the State funds budgeted for the
project.
Therefore, it is requested that the annexed resolution authorizing the City
Manager to accept and disburse these monies and the amendment to the
appropriations ordinance be approved in order to implement this important
program.
