Grassie City Manager red ity Manager DATE NOV 18 1078 SUBJECT: Board Compensation RErERENc 8: ENCLO6UREl5: In order to establish a rational process to provide some recommen- dations as to the level of compensation to be established for the Boards serving in the City of Miami. The following information is provided. The survey was conducted November 1976 by the Department of Human Resources for salaries paid to members of a number of governmental administrative and advisory boards in the South Florida area. • Metropolitan Dade County indicated that members of its advisory boards are not compensated. The Planning Board and Personnel Board fall into this advisory category. The City of Hialeah pays members of its Planning & Zoning Board $50 per month and the Board meets twice a month. The Personnel Board, which performs similar functions to that of the Civil Service Board of Miami, meets once a month and members are not compensated. The City of Miami Beach and the City of Coral Gables do not compensate Board members. The City of North Miami indicated that the Personnel Board, ,. the Planning Commission and the Board of Adjustment each compensate their members at $10 per meeting. Generally, these Boards meet once a month, but in any event, there is a ceiling of $20 per month per Board member on the compensa- tion that can be provided. The City of North Miami Beach does not compensate members of its Civil Service Board, but provides the Chief Examiner with $100 per mon*h. Planning and Zoning Board members receive $10 per month. The City of Fort Lauderdale does not compensate members of its Advisory Board. Their Civil Service Board and other Boards similar to those for planning and zoning as in the City of Miami are regarded as advisory boards. _Joseph R. Prot the survey conducted of local government in the South ?lorida area, it has become evident that the prevailing local practice for remuneration of members of governmental advisory and administrative boards, zoning boards, and community relations boards, etc., is either not to compensate the members at all, or to provide some minimal remuneration such as $10 per month or direct payment of expenses incurred in performance of their duties or responsibilities. These salaries are budgeted for the current fiscal year in the amount of $19,200.00. If the remuneration is to be increased to $200.00 each, an additional $19,200.00 must be budgeted for payment. As a matter of history, prior to January 1, 1974 the old Planning and Zoning Board members were each paid $200.00 per month. When the Charter and Code were revised to formulate the two boards compensation was set at $100.00 per member per month. Members and alternate members of the planning advisory board and of the zoning board, shall receive a remuneration of one hundred dollars per month; provided, that the alternate members first appointed shall receive compensation up to one hundred dollars per month retroactively at the end of the budget year 1973-74, if money is available from fees collected during such budget year. The city commission shall make provision for the payment of actual and necessary expenses, in accordance with city policy, for the attendance of each member and alternate member of boards at one city authorized planning seminar or conference each year to be held in the State of Florida.
