RESOLUTION 'URGING THE GRAND JURY COMMISSION
:OP METROPOLITAN DADE COUNTY TO EXERCISE
SCRUTINY IN THEIR PREPARATION OF THE LIST
OF JURORS TO SERVE AS GRAND JURORS AND
THEREBY DEMONSTRATE THAT THE PART OF THE
JUDICIAL SYSTEM REFERRED TO AS THE GRAND
JURY AND THE GUARDIAN OF THE POLICE POWER
OF THE STATE IS A SYSTEM AND MEANS WHEREBY
ALL OF THE PEOPLE OF DADE COUNTY CAN
PARTICIPATE DIRECTLY IN THE ADMINISTRATION
OF THEIR GOVERNMENT.
WHEREAS, 54% of the total population of the Cit
Miami are Latins; and
WHEREAS, the Black residents of the City make up
3 % of the total population; and
WHEREAS, the composition of the members of the
1976 Dade County Grand Jury does not represent the pro-
portion of Blacks and Latins within the general population
of Dade County; and
WHEREAS, there is no statutory disqualification
either Blacks or Latins to serve as Grand Jurors; and
WHEREAS, certainly there are numbers of Blacks
and Latins who are competent and available to

the duties of a Grand Juror; •''

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The Grand Jury Commission of Metro-
politan Dade County are hereby urged to exercise scrutiny
in their preparation of the list of jurors to serve as
Grand Jurors and thereby demonstrate that the part of the
judicial system referred to as the Grand Jury and the
